Ha Giang: Effectiveness of implementing ethnic policies in Xin Man

Thanks to the investment of the State and the joint efforts of the people, up to now, the infrastructure and traffic in Coc Pai town, Xin Man district have been invested relatively synchronously, the urban appearance has improved, and people's lives have been increasingly improved.

Located 150 km from Ha Giang city center, Xin Man is a mountainous district, the western border of Ha Giang province. This is the living area of ​​more than 70,000 people belonging to 16 ethnic groups, of which ethnic minorities account for over 95%. The whole district has 17 communes and 01 town, with 187 villages, hamlets and residential groups, of which 15 communes and towns belong to region III and 03 communes have achieved new rural status in region I.

Every year, based on allocated capital and socio -economic development orientation, Xin Man district has integrated resources from National Target Programs such as: New rural construction; Sustainable poverty reduction; National Target Program 1719, in investing in infrastructure construction, transportation, supporting socio-economic development... in ethnic minority areas, especially in particularly difficult communes and border communes.

In the National Target Program 1719 alone, in the period of 2021-2024, Xin Man district was allocated 530,294 million VND to implement the contents of projects and sub-projects. From that resource, the locality has supported 84 houses for poor households; invested in 05 centralized water sources; supported decentralized water sources for 3,252 households; supported protection contracts for 18,004 hectares of special-use forests and protective forests; supported 73 establishments to implement 16 projects to develop production linked to the value chain; 107 projects to develop production, diversify community livelihoods in communes and towns and organize communication activities to attract investment, fairs, and promote the consumption of products in ethnic minority and mountainous areas.

In addition, in recent years, 82 essential infrastructure works have been repaired and newly invested to serve production and people's lives; 11 ethnic boarding schools have been upgraded, classrooms, dormitories and auxiliary works have been repaired; 60 literacy classes have been organized; equipment procurement support has been provided for 36 schools; 32 vocational training classes have been opened for 1,120 rural workers; communication support, sustainable employment promotion, and capacity building training for officers implementing the Program have been provided.

Investing in 04 projects to develop tourist destinations; supporting the activities of 02 traditional art troupes serving tourism; investing in the construction of the District Health Center and organizing communication programs on health for mothers and children; building and replicating a model to change "thinking and working methods" to enhance women's economic power, promote gender equality and solve urgent problems of women and children; equipping knowledge on gender equality and skills to implement gender mainstreaming for officials in the political system, village elders, village chiefs, religious dignitaries and prestigious people in the community.

Organize a conference to foster legal knowledge and communication skills to mobilize legal advice on marriage, population and family for legal propagandists; provide propaganda panels to reduce the situation of early marriage and incestuous marriage in ethnic minority areas for schools and People's Committees of communes and towns.

Mr. Tran Xuan Tinh, Head of the Ethnic Affairs Department of Xin Man district, shared about the effectiveness of implementing ethnic policies in ethnic minority areas.

Along with policies and programs to support economic development and social security, the district pays special attention to preserving the culture of ethnic minorities. Through many measures to support and encourage people to preserve their good traditional culture, such as: Restoring traditional festivals; investing in and building cultural institutions and cultural houses; supporting the activities of village art troupes...

Talking to reporters of the Ethnic and Development Newspaper, Mr. Tran Xuan Tinh, Head of the Ethnic Affairs Department of Xin Man district, shared: The achievements of Xin Man district are also the results of implementing ethnic policies and ethnic affairs, especially implementing national target programs, including National Target Program 1719. Through propaganda activities and policy implementation, ethnic minorities have a deeper awareness of the attention of the Party and State; the sentiments and trust of ethnic minorities towards the Party Committee and government are increasing.

“Ethnic minorities accept the policies and guidelines of the Party and the State with consensus, thereby also being aware of their role and responsibility towards the community and society, being more proactive in building their lives and making more contributions to the community.”

With the attention of the Party, the State and the active participation of local Party committees and authorities, from 2021 to June 2024, over 10,000 workers in Xin Man district have been employed. The rate of trained workers reached 57%. As of December 2023, the average income in Xin Man district reached 33 million VND/person/year (an increase of 13 million VND/person/year compared to 2020), the poverty rate decreased by 6% annually.

In the coming time, Xin Man district will continue to review and evaluate the current economic situation, vocational training and employment needs to have a basis for formulating appropriate policies, ensuring feasibility and closeness to actual conditions. At the same time, Xin Man district will effectively use investment support resources from programs and projects for ethnic minority areas; strengthen the leadership role of local Party committees and authorities; strengthen the inspection, supervision and evaluation of the effectiveness of programs and projects to promptly remove difficulties and obstacles; regularly coordinate closely between all levels and sectors to continue to effectively implement ethnic work and ethnic policies.
