Hanoi ranks first in the country in the local innovation index for three consecutive years.

The Local Innovation Index (PII 2025) is considered a picture of the current state of socio -economic development based on science, technology and innovation of each province/city nationwide.

Accordingly, this year is the third consecutive year that Hanoi has held the leading position nationwide in the local innovation index with 18/52 component indexes at the top. Previously, in 2023 and 2024, when the PII index was built and announced, Hanoi also ranked first.

Ho Chi Minh City ranked second with 13/52 leading indicators. This is also the third year Ho Chi Minh City has held this position; followed by Quang Ninh, Hai Phong and Hue.

Bac Ninh, Hung Yen, Da Nang, Khanh Hoa, and Can Tho are the next five provinces and cities in the top 10 local innovation index in 2025.

The Local Innovation Index (PII) was piloted in 2022, and officially deployed nationwide from 2023.

According to the Ministry of Science and Technology, the PII index has been independently assessed and verified by international experts from WIPO, confirming that it meets international quality standards on statistics and methodology, and is considered a reliable tool for assessing innovation at the local level in Vietnam.

In the world, only India, China, Colombia and Vietnam are pioneers in building local innovation indexes.

Previously, Director General of the World Intellectual Property Organization Daren Tang also commented at a workshop held in Hanoi on September 25: "Vietnam's PII is creating healthy competition and positive learning among localities."
