On January 7, Vice Chairman of the Hanoi People's Committee Ha Minh Hai issued an official dispatch on launching a peak campaign to promote, mobilize, and encourage people who are eligible for social security policies to register for accounts to make cashless payments.

Accordingly, the City People's Committee launched a peak month throughout the city to focus on propaganda, mobilization, and encouragement for people who are eligible for social security policies to register for accounts to make cashless payments, especially focusing on making social security policy payments during the 2024 Lunar New Year.

Bring maximum benefits to the people

When making non-cash payments, people who are eligible for social security policies and receive social incentives are guaranteed to receive incentives on time, in the right beneficiary cases, and in the right amount according to the payment list provided by the Department of Labor, War Invalids and Social Affairs.

Payment organization is carried out scientifically and reasonably so that recipients do not have to wait in long lines.

The time for preferential payment for social protection cases depends on each locality. Basically, localities organize payment between the 10th and 15th of each month. Some communes and wards pay between the 15th and 25th of each month.

Regarding payment methods, the payment of social insurance incentives will be carried out by state agencies and public postal services to ensure professionalism, unified management, and safety of payment sources managed by the Department of Labor, War Invalids and Social Affairs. Cash safety work will comply with strict and professional procedures.

In particular, people can choose any form that suits their needs and the characteristics of their place of residence such as withdrawing money directly at bank withdrawal points; withdrawing money at post offices, cultural post offices of communes or rented points at the commune-level People's Committee of the post office to facilitate beneficiaries.

In cases where the patient cannot travel, the staff will pay for home service and ensure human resources, facilities, and proper implementation of the monthly payment regime and time for the subject.

Regarding the cost of managing and using accounts when making non-cash social security incentives for people, the Hanoi People's Committee said that during the peak period of implementing the campaign, focusing on propaganda, mobilizing, and encouraging people who are eligible for social security policies to register accounts to make non-cash payments in Hanoi. People who are eligible for social incentives when registering accounts to receive preferential payments during the above period will be completely exempted from all costs related to opening cards, maintaining cards, and withdrawal fees at bank withdrawal points during use.

This is to implement the policy of the Party, the State and the leaders of Hanoi City to "bring maximum benefits to the people" with the participation of banks, payment intermediary service providers, enterprises piloting Mobile Money services, and public postal services in the city.

Hanoi City identifies “non-cash payment for people who are entitled to social security policies managed by the Department of Labor, War Invalids and Social Affairs” as one of the tasks to promote digital transformation in non-cash social security payments; creating conditions for people to access social services quickly, conveniently, enjoy and correctly assess the policies of the Party and State.

In particular, this affirms the people's right to social security with the spirit of "no one is left behind" in the digital transformation process; contributing to the work of preventing negativity and crime in the field of social security, ensuring payment according to the right policy, to the right subjects, preventing and repelling corruption and profiteering that have occurred and lasted for a long time.

In addition, it also provides timely support to those in the most difficult circumstances in society and affirms the Party and State's concern for the above-mentioned special "disadvantaged" group.

Strengthening digital transformation

To enhance the application of information technology and digital transformation in state management activities, organize the implementation of social policies, and create favorable conditions for people to access social services, the Hanoi People's Committee has issued Official Dispatch No. 61/UBND-KSTTHC, directing the Department of Labor, Invalids and Social Affairs and the Hanoi Police to preside over and coordinate with the People's Committees of districts, towns and cities to urgently register accounts to make non-cash social security preferential payments.

Accordingly, for cases where people who are eligible for social insurance policies have accounts and registered to receive incentives through accounts, the units will reconfirm their registration to receive money through accounts.

For cases where people who are eligible for social insurance policies have accounts but have not registered to receive incentives through their accounts, the units will mobilize them to register for preferential payments through their accounts.

For people who are entitled to social security policies but do not have an account, promote the opening of an account and will receive payments through the account. In case people want to authorize another person to receive on their behalf through an account or without an account, they can authorize.

In cases where people who are entitled to social security policies are unable to register for an account, payment will be made through the public postal service. Accordingly, the public postal service will make payments directly to people according to the law at their place of residence.
