Busy implementing planning for Ngu Hanh Son scenic spot

After 2 years, the implementation of the plan for preservation, restoration and rehabilitation of the National Special Scenic Landscape of Ngu Hanh Son according to the Prime Minister's approval still has much work to do.

Messy implementation

The plan for preservation, restoration and rehabilitation of the Ngu Hanh Son National Special Scenic Site was approved by the Prime Minister in Decision No. 822, dated July 11, 2023. The important objective of the plan is to manage and protect the Ngu Hanh Son scenic spot in harmony with the requirements of socio -economic development and tourism services.

Create a scientific basis for research and conservation of tangible and intangible cultural heritage, the unique landscape values ​​and ecosystems of the Ngu Hanh Son scenic area. At the same time, promote the value of Ngu Hanh Son scenic area to become a cultural space, a festival space combined with a unique entertainment spot of Da Nang; connect with famous historical sites and scenic spots in the city and neighboring localities to create a chain of tourism products, an important destination on the journey "Central Heritage Road".

In September 2023, the People's Committee of Da Nang City issued Plan No. 174 to concretize this planning. To date, relevant agencies have completed a number of important tasks.

The Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang completed the marking of the boundary of the relic in August 2025. The local government has processed 881 files out of more than 1,600 files requiring land acquisition and site clearance to serve the project implementation; has disbursed more than 52 billion VND out of the 100 billion VND capital plan for 2025 for land acquisition and site clearance to serve the project.

Regarding the implementation of some notable component project groups, the Department of Culture, Sports and Tourism is completing the investment policy report to submit to the City People's Committee for approval of the project to renovate and embellish the wall system surrounding the gate of the Tam Thai Pagoda. At the same time, it is coordinating with units to survey, research and propose investment policies for the project of artistic lighting of the mountains of the Ngu Hanh Son scenic spot.

In addition, the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Da Nang is selecting a contractor to construct the memorial park for heroic martyrs in Ngu Hanh Son Ward. The remaining 8 tasks, mainly related to the creation of landscape space, technical infrastructure, etc., are being prepared to report on investment policies and await the adjustment of Plan No. 174.

The city projects assigned to the Danang Project Management Board for Investment in Construction of Civil, Industrial and Technical Infrastructure Works as the main investor are also in the stage of implementing the report on investment policy proposal.

Specific route

At a recent meeting on the implementation of Plan No. 174, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi said that Plan No. 174 must be resolutely implemented. This is also a premise for Da Nang to implement other decisions of the Prime Minister related to the restoration and rehabilitation of special heritages and relics in the city, especially My Son and Hoi An.

The Vice Chairman of the City People's Committee assigned specific progress for a number of tasks to promptly adjust Plan No. 174 to suit the new context. In particular, relevant units urgently study and fully participate in giving opinions, and have specific documents sent to the Department of Culture, Sports and Tourism before September 30, 2025 for the draft plan to adjust Plan No. 174. The Department of Culture, Sports and Tourism will receive opinions, complete the draft plan and report to the City People's Committee before October 5, 2025.

The leaders of the City People's Committee also requested to urgently complete the following tasks: Organize the establishment and promulgation of regulations on management of architectural construction within the project boundary; organize the establishment and promulgation of regulations on management of architectural construction in residential areas and land adjacent to the project before March 30, 2026.

Mr. Nguyen Hoa, Chairman of Ngu Hanh Son Ward People's Committee informed that there are currently more than 730 files that need to be cleared to serve the project implementation. The ward is determined to completely resolve the clearance and compensation work related to these files in the next 1-2 years.

Mr. Nguyen Hoa suggested that only the use of state budget capital combined with socialization should be regulated in a few specific projects that are feasible in mobilizing socialization. The rest should be separated and use state budget capital for investment. If we wait for socialized sources, we do not know when it will be implemented. For example, Tam Ton Pagoda, one of the oldest pagodas in Ngu Hanh Son scenic spot, is facing the risk of collapse but we still cannot find the source for restoration.

A representative of the City Land Fund Development Center said that from now until the end of the year, the unit will try to spend all of the remaining 47 billion VND in the 2025 capital plan to serve project site clearance.

Because the number of records that need to be cleared of houses is still very large (627 records), it is recommended that the city adjust the time for land acquisition and relocation of households to 2027 instead of 2023 - 2025 as originally planned. At the same time, it is recommended that the Department of Finance soon advise on supplementing the total investment capital plan for clearance and compensation work. It is estimated that the total compensation amount expected after adjustment is more than 1,000 billion VND, compared to the original plan, it has increased by about 500 billion VND.
