On the evening of October 4, Chairman of the Hanoi People's Committee Tran Sy Thanh issued an official dispatch requesting Directors, Heads of city departments, branches, and sectors, Chairmen of People's Committees of wards and communes to thoroughly grasp and direct the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters (storms, floods, flash floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, and appropriately to the situation in each locality and at each time to ensure the safety of people's lives and property.

Specifically, the Chairman of the Hanoi People's Committee directed the Chairmen of the People's Committees of wards and communes to proactively review and prepare plans to evacuate people and move assets to safe places in dangerous landslide areas or areas at risk of dangerous landslides, low-lying areas, areas frequently flooded by heavy rains, areas close to river banks, and areas with incidents and landslides. In particular, pay attention to the areas in the middle of the Red River in Hong Ha ward and Minh Chau commune; areas with landslides and rock subsidence in the communes of Ba Vi, Yen Xuan, Quoc Oai, Suoi Hai, Kieu Phu, Phu Cat, Ha Bang...; areas directly affected by forest floods in the communes of Xuan Mai, Phu Nghia, Quang Bi, Tran Phu, Hoa Phu...

The Commander of the Capital Command and the Director of the City Police Department direct and prepare forces and means to coordinate with relevant forces to deploy work to prevent, combat and respond to natural disasters according to regulations; guide the flow and regulation of road, waterway and railway traffic when storms make landfall and heavy rain occurs...

The Director of the Department of Agriculture and Environment directs the coordination with the Department of Construction, the Departments of Agriculture and Environment of neighboring provinces to operate and regulate the drainage system to prevent and combat flooding effectively in the City. At the same time, direct the Irrigation Companies to coordinate with the People's Committees of wards and communes to be ready to deploy plans to prevent and combat flooding, protect agricultural production and aquaculture (for areas that have not been harvested); proactively drain buffer water, lower the water level of reservoirs, and operate drainage works in the area to ensure suitability for each drainage area.

The Director of the Department of Construction directed the Hanoi Drainage Company Limited, Hanoi Green Parks Company Limited, Urban Lighting and Equipment Company Limited, clean water suppliers, to coordinate with localities and related units to increase on-duty, be ready to promptly deploy the work of preventing and combating flooding in the inner city, coordinate operations, handle drainage to prevent flooding in the suburbs, pay special attention to flooded areas in the inner city from storm No. 10...

The Director of the Department of Industry and Trade directs the inspection of the reserve of essential goods for disaster prevention and control, the timely and adequate supply of food, goods, and essential materials for storm, flood, rain, inundation, and natural disaster prevention and control, ensuring people's lives and stabilizing the market.

The Director of the Department of Health directed the preparation of adequate medicines, medical supplies, and mobile emergency teams ready to support emergency cases caused by natural disasters; ensure environmental sanitation, organize environmental sanitation teams to prevent epidemics after storms, especially in flooded areas affected by rain, storms, floods, and natural disasters.

The Director of the Department of Education and Training directs inspections and is ready to deploy plans to ensure safety for teachers and students, school facilities and classrooms in the city when natural disasters occur; based on the developments of rain, storms and floods in the area, proactively direct students at all levels to stay home from school to ensure safety for students and teachers....

Currently, the water levels of major rivers in Hanoi such as the Da River, Red River, and Duong River are below alert level I, but still at high levels; the water levels on the Tich River and Bui River are above alert level III; the Ca Lo River is above alert level II; the Day River, Nhue River, and Cau River are below alert level II; and the My Ha River is below alert level I.

In addition, the water level of most irrigation reservoirs is at a high level, exceeding the overflow threshold such as: Suoi Hai, Meo Gu, Tan Xa, Xuan Khanh, Quan Son, Van Son. Many areas have been saturated with water due to soil and rocks soaked in rainwater for a long time, posing a high risk of landslides. Along with that, according to reports from communes and wards, there are still impacts and damages from storm No. 10 and rain and floods, with over 2,000 houses affected by flooding...
