On the evening of October 4, Chairman of the Hanoi People's Committee Tran Sy Thanh issued an official dispatch requesting Directors, Heads of city departments, branches, and sectors, Chairmen of People's Committees of wards and communes to thoroughly grasp and direct the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters (storms, floods, flash floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, and appropriately to the situation in each locality and at each time to ensure the safety of people's lives and property.

Currently, the water levels of major rivers in Hanoi such as the Da River, Red River, and Duong River are below alert level I, but still at high levels; the water levels on the Tich River and Bui River are above alert level III; the Ca Lo River is above alert level II; the Day River, Nhue River, and Cau River are below alert level II; and the My Ha River is below alert level I.

In addition, the water level of most irrigation reservoirs is at a high level, exceeding the overflow threshold such as: Suoi Hai, Meo Gu, Tan Xa, Xuan Khanh, Quan Son, Van Son. Many areas have been saturated with water due to soil and rocks soaked in rainwater for a long time, posing a high risk of landslides. Along with that, according to reports from communes and wards, there are still impacts and damages from storm No. 10 and rain and floods, with over 2,000 houses affected by flooding...
