Ministry of Construction urgently counts damage from storm No. 10 and floods after the storm

On October 4, the Deputy Minister of Construction signed and issued Official Dispatch No. 73/CD-BXD on the implementation of the work to overcome the consequences of storm No. 10 and post-storm floods on the basis of implementing Official Dispatch No. 185/CD-TTg dated October 2, 2025 of the Prime Minister on focusing on overcoming the consequences of storm No. 10 and post-storm floods.

The dispatch requests the Vietnam Road Administration to urgently resolve traffic congestion at locations where traffic is still happening; proactively support and coordinate with the Department of Construction of localities where national highways are currently experiencing traffic congestion to resolve and ensure traffic flow in the fastest time, especially on main traffic routes. Synthesize damage reports and solutions to resolve traffic congestion on national highways and expressways under their management and send them to the Ministry of Construction .

The Vietnam Railway Authority and Vietnam Railway Corporation direct railway management and maintenance units to continue strictly implementing the patrol and guard regime at key works, locations, and key areas such as: bridges and weak roads that are flooded; areas prone to flash floods, steep mountain passes with falling rocks and landslides, railway areas downstream of dikes, irrigation dams, and reservoirs to be ready to respond to the upcoming storm No. 11. Synthesize damage reports and solutions to ensure railway traffic safety and send them to the Ministry of Construction.

The Vietnam Maritime Administration and Vietnam Waterways Corporation urges units managing and maintaining waterways and routes to urgently review and count buoys, signals, and light buoys that have been lost or drifted due to storm No. 10; and promptly re-deploy the buoy and signal system immediately after the flood.

The Vietnam Maritime Administration and Vietnam Waterways Corporation also directed its affiliated units, management and maintenance units to regularly inspect and review, and request watercraft not to anchor near river crossing structures; regularly monitor and grasp the situation; if a drifting vessel is detected, it must promptly notify the competent authorities for handling. Urgently inspect, review, assess and count the damage, and report to the Ministry of Construction in advance.

The Civil Aviation Authority of Vietnam has directed units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents, and be ready to respond to the upcoming storm No. 11. Compile statistics of damage and report to the Ministry of Construction according to regulations.

The Ministry of Construction requests the Department of Construction of localities in areas affected by natural disasters to closely coordinate with local levels and sectors, Road Management Areas and units managing and maintaining roads, railways and waterways to proactively overcome incidents caused by storms, floods and rains, carry out traffic diversion and ensure traffic on roads and waterways under their management; coordinate with the road, railway, maritime and waterway sectors in ensuring traffic.

Localities and units urgently inspect, review, evaluate and count damages, and report to the People's Committees of their affiliated localities.
