Accordingly, the Hanoi People's Council resolved to regulate the content and level of support for the local police force and the communal police force in Hanoi.
Specifically, the subjects of application are officers and soldiers of the Regional Police force, officers and soldiers of the Commune Police force under the City Police assigned within the staffing quota.
Regarding support policy: monthly support for officers and soldiers of the Regional Police force, officers and soldiers of the Commune Police force under the City Police: 1.8 million VND/person/month.
In principle, in case a person is simultaneously subject to many subjects applying the provisions of this Resolution, he/she will only be entitled to one level of support.
In case officers and soldiers are subject to the provisions of this Resolution and are also subject to the provisions of Resolution No. 13/2023/NQ-HDND dated December 6, 2023 of the City People's Council, they will only receive one level of support.
Also on the afternoon of July 1, the Hanoi People's Council passed a Resolution regulating the criteria for establishment and number of members of the Security and Order Protection Team at the grassroots level; and the level of support for those participating in the force participating in protecting security and order at the grassroots level in the city.
Accordingly, the criteria for establishing a security and order protection team at the grassroots level are as follows: a security and order protection team at the grassroots level consists of 3 to 5 members, including 1 Team Leader, 1 Deputy Team Leader and 1 to 3 team members.
Specifically, for villages and residential groups with 500 households or more: establish a security and order protection team at the grassroots level with 5 members including 1 team leader, 1 deputy team leader and 3 team members.
For villages and residential groups with from 350 to less than 500 households: establish a security and order protection team at the grassroots level with 4 members including: 1 team leader; 1 deputy team leader; 2 team members.
For villages and residential groups with less than 350 households: establish a security and order protection team at the grassroots level with 3 members including: 1 team leader; 1 deputy team leader; 1 team member.
Units shall base on the practical situation of the locality to establish a Security and Order Protection Team at the grassroots level and decide on the appropriate number of members but not exceeding the maximum number of members as prescribed. In case of needing to increase the number of members, the Chairman of the City People's Committee shall consider and decide based on the proposal of the People's Committees of districts, towns and cities based on the situation, requirements to ensure security and order, socio-economic conditions and population size of the locality.
The Resolution stipulates the following regular monthly support levels: support and compensation for people participating in the force participating in security and order protection at the grassroots level, at VND 2,520,000/person/month; support for monthly social insurance and health insurance payments for people participating in the force participating in security and order protection at the grassroots level who have not participated in social insurance and health insurance, including: support for social insurance payments, at VND 234,000/person/month; support for health insurance payments, at VND 54,000/person/month.
Title support for those participating in the security and order protection force at the grassroots level is 300,000 VND/person/month for the Head of the Security and Order Protection Team; 200,000 VND/person/month for the Deputy Head of the Security and Order Protection Team.
Support and train people participating in the force to protect security and order at the grassroots level when performing tasks assigned by competent authorities or when mobilized to perform tasks with working hours of 4 hours or more, at the rate of VND 100,000/person/day, including: when performing tasks from 10:00 p.m. the previous day to 6:00 a.m. the next day, on holidays, when performing heavy, toxic, dangerous or especially heavy, toxic, dangerous work according to the provisions of the law on labor.
When performing duties in mountainous areas, areas with especially difficult socio-economic conditions, ethnic minority areas or at key commune-level administrative units for national defense.
In case a person participates in multiple positions and tasks at the same time, he/she will only receive the highest level of support.
The funding source for implementation is arranged in the annual budget estimates of the People's Committees at the district and commune levels according to the budget decentralization. Particularly in the budget stabilization period of 2024 - 2025, the City budget will supplement the target for additional expenses compared to the expenses arranged in the budget balance of districts, towns and cities.
