Hanoi People's Council opens thematic session, considers and approves a number of contents implementing the Law on the Capital

Kinhtedothi - On the morning of November 19, the 19th session (special session) of the Hanoi People's Council, term XVI, 2021-2026, officially opened. At the session, the People's Council considered and decided on a number of important contents under its authority to specify the provisions of the 2024 Law on the Capital.

Attending the meeting were representatives of the Delegation Work Committee of the National Assembly Standing Committee.

On the Hanoi side, there were Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Member of the Standing Committee of the Hanoi Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong; Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; Member of the Standing Committee of the Hanoi Party Committee, Standing Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha; Vice Chairman of the Hanoi People's Council Pham Qui Tien.

The 19th session of the City People's Council was held to consider and decide on important issues under its authority, including two main groups of issues: the City People's Council considered and resolved on a number of contents to promptly deploy and enforce the Law on the Capital; the City People's Council considered four important contents to promptly resolve urgent issues of the City.

Speaking at the opening of the session, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that the Capital Law was passed by the National Assembly at the 6th Session, consisting of 7 chapters, 54 articles and taking effect from January 1, 2025 (some contents will take effect from July 1, 2025). To deploy and implement the Capital Law, the Standing Committee of the City People's Council and the City People's Committee have issued a plan, in which they carefully reviewed the contents and tasks, clearly defined the roadmap; assigned responsibilities to agencies and units in advising on the development and promulgation of city documents to specify the provisions of the Law, ensuring consistency, timeliness, quality, efficiency, and compliance with procedures and regulations.

According to the Plan, the City People's Council will issue 89 resolutions, including 76 legal contents and 13 individual documents. It is expected that in 2024, 28 resolutions will be issued, effective from January 1, 2025, to ensure the effectiveness of the Capital Law.

The Chairman of the City People's Council said that at this 19th Session, the City People's Council will consider and issue 11 legal resolutions to implement and enforce the Capital Law, including groups of issues related to organization and apparatus such as: Regulations on the establishment, reorganization, and dissolution of specialized agencies and other administrative organizations of the city and districts, towns; regulations on the order and procedures for establishing and dissolving public service units of the city; the transfer of commune-level cadres and civil servants into cadres and civil servants under the administrative payroll; the recruitment, management, and use of cadres and civil servants working in communes, wards, and towns; regulations on signing term contracts to hold a number of job positions at city agencies and district People's Committees; regulations on decentralization and authorization of the City People's Committee, Chairman of the City People's Committee to Project Management Boards, Directors of Project Management Boards of the City; of Chairman of the Commune People's Committee to civil servants of the Commune People's Committee.

Vice Chairman of Hanoi People's Council Pham Qui Tien reported to ask for opinions from City People's Council delegates to approve the meeting agenda.

The meeting also considered and approved resolutions on mechanisms and policies related to the management, exploitation and use of public assets, valuable architectural works, cultural and sports infrastructure of the city. Regulations on conditions and procedures for awarding the title of Honorary Citizen of the Capital; Regulations on applying measures to request the suspension of electricity and water services to works, production and business establishments that violate the law; Regulations on procedures for adjusting the determination of environmental zoning in the Capital Planning and adjusting local planning...

Also at this session, the City People's Council considered 4 important contents to promptly resolve urgent issues of the city, including: policies to continue supporting the recovery of agricultural production after the impact of storm No. 3 and the flood situation; the city's smart traffic project; the task of planning construction zoning of a number of industrial parks; regulations on the authority to decide on approving tasks and estimates of regular expenditures to purchase assets and equipment to serve the operations of agencies and units under the city...

Chairman of the City People's Council Nguyen Ngoc Tuan said that during the preparation process, the Standing Committee of the City People's Council directed the Committees of the City People's Council to closely coordinate with relevant agencies to prepare the content and implement the verification steps to ensure consistency, strictness, quality, efficiency and compliance with regulations. The City Vietnam Fatherland Front Committee organized social feedback on a number of important contents that have a profound impact on social life, serving as a basis for the City People's Council to discuss and decide, ensuring the resolution goes into life.

Emphasizing that the 19th session of the City People's Council has very important contents, Chairman of the City People's Council Nguyen Ngoc Tuan requested the City People's Council delegates to uphold their sense of responsibility, concentrate their intelligence, carefully study the contents, participate in discussions; contribute many passionate, profound, frank, quality opinions and decide on the contents according to the meeting agenda.
