
The Resolution consists of 4 chapters and 21 articles detailing a number of policies to develop science and technology in Hanoi city, including: Policies on key science and technology tasks of the Capital as prescribed in Clause 2 and Point a, Clause 3, Article 23 of the Capital Law No. 39/2024/QH15; policies on scientific research activities and application of transfer of scientific and technological advances as prescribed in Points b and c, Clause 3, Article 23 and Point e, Clause 1, Article 35 of the Capital Law No. 39/2024/QH15.
The subjects of application are competent authorities approving and managing scientific and technological tasks using the city budget; enterprises, organizations and individuals presiding over or participating in the implementation of scientific and technological tasks using the city budget; state agencies, public service units of Hanoi city, enterprises, scientific and technological organizations, other relevant organizations and individuals participating in scientific, technological and innovation activities of the city.
Some specific policies of the resolution include: Tax incentives for individuals participating in the implementation of key science and technology tasks of the Capital; incentives and support for enterprises implementing key science and technology tasks; support for purchasing and operating machinery and equipment to implement key science and technology tasks; selection of contractors to provide services and goods to implement key science and technology tasks; ordering and recognizing key science and technology tasks...
Beneficiaries of support and incentive policies must fully meet the conditions prescribed in this Resolution and be legally responsible for the truthfulness of their declarations and related legal regulations;
Organizations and individuals that have received support and incentives but do not meet the requirements of the contract to perform key scientific and technological tasks must return or terminate the receipt of support and incentives, except in cases approved by competent authorities;
The beneficiaries of this Resolution are also entitled to other policies of the Central Government and the City, but the support content cannot be duplicated. In case of duplication, the beneficiaries can only choose one policy at the same time.
Policy shows breakthrough and boldness
Examining the content of the Resolution, the Economic - Budget Committee of the City People's Council affirmed that these policies demonstrate a breakthrough, boldness, and are consistent with the Central Government's orientation, aiming to resolve practical difficulties and shortcomings, create a flexible management mechanism, minimize administrative procedures, empower scientists and organizations to proactively carry out tasks, attract talents, thereby improving the efficiency and quality of research and accelerating the commercialization process, applying research results into practice.
According to the report of the City People's Committee, Hanoi leads the country in the Local Innovation Index (PII) in 2023 and 2024, the number of international publications, and the number of patent/utility solution applications. The contribution of total factor productivity (TFP) to GRDP reaches an average of over 50%, higher than the national average. The rate of enterprises with innovation activities reaches over 50%; in particular, the information technology, trade and service sectors have a rate of over 70%. The provincial DTI digital transformation index increased sharply: From 43rd place (in 2020) to 6th place (in 2023), in which digital government, digital economy and digital society all made great strides. The innovation and digital transformation ecosystem has initially taken shape with 2 concentrated IT parks and Hoa Lac High-Tech Park.
However, the current scientific and technological activities of the Capital still have some bottlenecks: Slow breakthrough speed; scale, potential and level are still far behind the group of developed countries; scientific and technological potential from the Central Government and universities in the area has not been fully exploited; scientific and technological research and application has not mastered strategic and core technologies; mechanisms and policies have not met requirements, expenditure norms and investment rates, disbursement rates for science and technology are still low; connection of scientific research with the market and enterprises is still weak; there are no solutions to unlock resources outside the state budget to invest in science and technology development; high-quality human resources are still lacking; scientific and technological infrastructure is not yet synchronized, data systems are incomplete and scattered, and have not really become resources and resources serving the socio-economic development of the Capital; The system of incubation and support for innovative startups still lacks connections and professional operating mechanisms; "triple-party" cooperation (State - scientists - businesses) is still not tight, and there is a lack of large-scale interdisciplinary and cross-field projects.
