Ha Tinh: Improving the effectiveness of grassroots information work

To improve the effectiveness of grassroots information work, Ha Tinh province issued Plan No. 42/KH-UBND dated February 18, 2021 of the Provincial People's Committee to implement the Project to improve the effectiveness of grassroots information activities based on information technology application; guide localities to implement the Strategy for developing the grassroots information sector for the period 2021-2025 issued by the Minister of Information and Communications (formerly) in Decision No. 1381/QD-BTTTT dated September 7, 2021.

The province has focused on organizing training courses to improve the capacity of grassroots information staff. Specifically, the whole province has organized 50 training courses with the participation of over 800 staff working in grassroots information at the commune, village, hamlet and residential area levels. The training content focuses on equipping oral propaganda skills, methods of writing news and articles for grassroots communication, instructions on exploiting and operating smart broadcasting systems, applying social networks and digital platforms to disseminate official information; at the same time, updating legal knowledge, skills in handling sensitive information, preventing fake news, and orienting public opinion. Through the training courses, the grassroots staff have gradually improved their professional qualifications and skills, and have been more proactive in producing and disseminating information, contributing to improving the effectiveness of grassroots information activities in the new situation.

The province has produced 250 new reports, articles, programs and 1,000 publications providing essential information to the grassroots in the Sub-project "Information poverty reduction" under the National Target Program on sustainable poverty reduction for the period 2021-2025. Communes, wards and towns have invested in and installed 92 radio stations applying information technology and telecommunications from local budget (in the National Target Program on new rural construction for the period 2021-2025).

Every year, the province regularly promotes the reading movement among all classes of people, gradually unifying book sources associated with the program of building new rural areas and civilized urban areas. Effectively implementing the Central Project on "Equipping books for communes, wards and towns" in localities in the province; enhancing the application of information technology in managing, exploiting and using books; effectively promoting book sources from the project, contributing to equipping, updating knowledge, and improving the intellectual level of cadres, party members and people at the commune, ward and town levels in the area.

Content production and information provision for grassroots information activities in Ha Tinh have also seen many positive changes. Grassroots units have gradually applied information technology, exploited digital platforms to produce, edit and publish news, articles, reports, video clips... to suit the increasingly diverse reception needs of the people. Many localities have proactively used social networks, electronic information pages and broadcasting systems applying IT-VT to spread official information quickly and promptly. The combination of traditional and modern communication methods has helped improve propaganda effectiveness, better meeting the need to provide essential information, especially in the context of epidemics, natural disasters and the comprehensive digital transformation process.

In addition, most communes, wards and towns in Ha Tinh province have proactively used social networks (Facebook, Zalo...) and Internet messaging applications to build pages and community groups to provide information, propagate policies and guidelines, as well as exchange and promptly answer people's questions. Many localities have exploited these platforms to quickly inform about weather, natural disasters, epidemics, security and order and political and social activities at the grassroots level. This method not only saves costs but also creates a flexible, close and accessible interaction channel for the majority of people, helping to reflect the situation, support the government to grasp public opinion and promptly handle arising problems.

It can be seen that the grassroots information work of Ha Tinh province has received close attention and direction from the Provincial Party Committee, the Provincial People's Committee, and close coordination from departments, branches and local authorities. The national digital transformation policy and the province's digital transformation program have created a favorable legal corridor, encouraging localities to apply information technology, thereby gradually modernizing the grassroots information system./.
