Ha Tinh and Bolikhamxay continue to strengthen comprehensive cooperation in all fields.

On the morning of June 19, in Ha Tinh city, Ha Tinh province and Bolikhamxay province (Lao PDR) held the 2024 summit.

On the side of the high-ranking delegation of Ha Tinh province, comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee was the head of the delegation. Also attending were Chairman of the Provincial People's Committee Vo Trong Hai, members of the Provincial Party Committee Standing Committee and leaders of departments, branches and localities.

On behalf of the high-ranking delegation of Bolikhamxay province, Dr. Son Tha Nu Tham Ma Vong - Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, and Provincial Governor led the delegation. Speaking at the opening of the conference, Ha Tinh Provincial Party Secretary Hoang Trung Dung expressed his joy at welcoming the high-ranking delegation of Bolikhamxay province to attend the conference, and at the same time announced some outstanding results of Ha Tinh in recent times and development orientations for the coming time.

Based on the content of the cooperation agreement signed in 2023, in recent times, Ha Tinh and Bolikhamxay have focused on leadership and direction to further tighten the great friendship and special solidarity; together determined to build a relationship between two typical provinces and cities in traditional Vietnam - Laos friendship and cooperation.

Highlights included visits by high-ranking delegations of the two provinces, attending the 40th anniversary of the founding of Bolikhamxay province and congratulating the traditional New Year. The two sides also, on behalf of the two governments, organized a ceremony to present noble medals to groups and individuals with outstanding achievements in fostering the Vietnam-Laos friendship. Departments, branches, localities and units of the two provinces strengthened the establishment of twinning relations, exchange of experiences and cooperation in the fields of: Party building and political system, national defense - security, economy, trade, investment, health, culture, tourism, science - technology, transportation, etc.

The two provinces also promoted the implementation of procedures for the Truong Son Wind Power Plant project in Bolikhamxay province; promoted cooperation in education , training, and professional training for officers and soldiers of Bolikhamxay province; issued a resolution to support Lao students studying at facilities in Ha Tinh; provided Lao language training for officers, civil servants, and public employees of Ha Tinh province; ensured national defense, security, and order on the border; coordinated in surveying, searching, excavating, and handing over the remains of Vietnamese volunteer soldiers and experts who died during the war in Laos to the country.

Promoting the achieved results, Provincial Party Secretary Hoang Trung Dung hopes that the two provinces will discuss and agree on practical and effective cooperation contents, gradually turning the cooperative relationship between the two provinces into a model of friendly cooperation.

Speaking at the conference, Secretary and Governor of Bolikhamxay Province Son Tha Nu Tham Ma Vong continued to affirm the friendship, solidarity and mutual trust between Ha Tinh and Bolikhamxay provinces. In addition to the results achieved in recent times, it can be seen that the cooperation between the two provinces still has difficulties, so some contents in the signed minutes have not been implemented on time.

Secretary and Governor of Bolikhamxay Province Son Tha Nu Tham Ma Vong suggested that the delegates of both sides focus on discussing and deliberating; fully include the contents in the cooperation agreement; continue to maintain and strengthen the special friendship and comprehensive mutual support between the two provinces, and strive together to build Bolikhamxay - Ha Tinh provinces into a model pair of twin provinces for friendly cooperation between Lao - Vietnamese province pairs.

At the conference, delegates focused on discussing and analyzing the difficulties and limitations in the coordination and cooperation between Ha Tinh province and Bolikhamxay province. Some delegates said that it is necessary to further strengthen the coordination between functional forces working at Cau Treo - Nam Phao International Border Gate; soon complete the renovation and repair of the road connecting Cau Treo Border Gate of Ha Tinh and Nam Phao of Laos; strengthen educational training support programs for Bolikhamxay province, especially training high school students; request Ha Tinh to support technical experts and resources to help Bolikhamxay develop agriculture and build new rural areas...

Based on the discussion, Ha Tinh and Bolikhamxay provinces agreed on the contents and signed the minutes of the 2024 summit. Accordingly, the two sides will continue to strengthen comprehensive cooperation in all fields, increasingly going into depth, substance and effectiveness; bringing the special traditional friendship between Ha Tinh and Bolikhamxay provinces to a new height, being a model and typical unit of cooperation between the two provinces of Vietnam and Laos in the coming time.

Some cooperation contents between Ha Tinh and Bolikhamxay :

The two sides continue to promote the potentials and advantages of the two provinces, coordinate to support the implementation of sustainable economic development programs, green economy, new rural areas, digital transformation... Create favorable conditions for businesses and people of the two provinces to cooperate in economic development, investment, production, business, work and live in each province. In particular, coordinate to create favorable conditions for the Truong Son Wind Power Plant project in Bolikhamxay province to come into operation.

The two sides directed the functional agencies in charge at the Cau Treo International Border Gate (Vietnam) - Nam Phao (Laos) to promote administrative reforms, create favorable conditions for people, vehicles to exit, enter, transit and goods to be exported, imported and transited through the border gate quickly in accordance with the laws and regulations of the two countries; coordinate in organizing trade conferences, calling for and attracting investment in building border infrastructure systems, border gates, trade - logistics (markets, trade centers, dry ports...) in the border area.

The two sides continued to propose to each country's Government to make Vung Ang port, Ha Tinh province, the final destination of the Project to build, renovate and upgrade Highway 8; and to give priority and incentives to improve the development capacity of Vung Ang port, Ha Tinh province.

The two sides continue to help and support each other in the fields of education and training, human resource development; increase the exchange of Vietnamese and Lao language teachers; continue to coordinate well in enrollment and management to improve the training quality of officials and students of Bolikhamxay province to study in Ha Tinh province and officials and students of Ha Tinh province to study in Laos...

Bolikhamxay province helps, coordinates, and creates favorable conditions for Ha Tinh province in the work of surveying, searching, excavating, and repatriating the remains of Vietnamese volunteer soldiers and experts who died during the war in Laos.

The two sides agreed to assign Nghi Xuan district and Pakading district to complete the signing of a memorandum of understanding on cooperation; Cam Xuyen district and Bolikhan district to study and implement procedures to establish friendly cooperative relations.

Closing the conference, Provincial Party Secretary Hoang Trung Dung emphasized: To ensure the effectiveness and practicality of the signed cooperation contents, in the coming time, the two provinces will continue to urge the levels, branches and localities of the two sides to concretize the contents; encourage and create the best conditions for businesses and investors to actively learn and implement programs and projects for socio-economic development in the two provinces; build a great friendship and special solidarity between the two provinces to develop more and more, forever green, forever sustainable.
