On the morning of August 19, the inauguration and groundbreaking ceremony of 250 works and projects to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) took place simultaneously in 34 provinces and cities with 80 online and live television stations.

250 projects and works in 34 provinces/cities are eligible to start construction and inaugurate with a total investment of about 1,280 trillion VND, of which 89 projects and works have been inaugurated; 161 projects and works have started construction. There are 8 important national projects, 46 group A projects, 155 group B projects and 41 group C projects.

By sector, there are 59 projects and works in transport infrastructure; 44 projects and works in civil and urban construction; 57 projects and works in industrial construction; 36 projects and works in technical infrastructure; 22 projects and works in social housing; 6 projects and works in agriculture and rural development; 3 projects and works in culture and sports; 12 projects and works in education; 1 in national defense; 1 in health care; 10 projects and works in health care.

Among the projects, 129 projects are funded by the State with 478,000 billion VND, accounting for 37% of the total amount and 121 projects and works are funded by other sources with 802,000 billion VND, accounting for 63% of the total amount. FDI capital has 5 projects with a total investment of about 54,000 billion VND.

At the central bridge, Minister of Construction Tran Hong Minh said: In the period of 2021 - 2025, investment in infrastructure construction has received special attention from the Party and State and is identified as one of the strategic breakthroughs to promote socio-economic development, strengthen security and national defense. Ministries, branches and localities have received attention, direction and assigned many important tasks by the National Assembly and the Government, including industrial and energy projects, key transport projects such as highways, airports, seaports, urban railways, high-speed railways, etc.

In Ha Tinh, the Vinhomes Vung Ang Industrial Park Infrastructure Investment and Business Project was approved by Deputy Prime Minister Tran Hong Ha in Decision No. 639/QD-TTg dated July 13, 2024 with a total investment of more than VND 13,276 billion. The project is invested by Vinhomes Ha Tinh Industrial Park Investment Joint Stock Company, located at lots CN4 and CN5, in Vung Ang Economic Zone with a land use scale of nearly 965 hectares.

Speaking at the groundbreaking ceremony of the Vinhomes Vung Ang Industrial Park Infrastructure Investment and Business Project , Chairman of the Provincial People's Committee Vo Trong Hai informed : Vung Ang Economic Zone has a strategic location, connecting the North - Central - South and the East - West economic corridor. Over the past decade, this place has formed industrial complexes of metallurgy, thermal power, mechanical engineering, becoming the growth engine of Ha Tinh and making an important contribution to the national economy.

The Chairman of the People's Committee of Ha Tinh province affirmed: Vinhomes Vung Ang Industrial Park project has an important significance, contributing to concretizing Resolution No. 29-NQ/TW of the Politburo on promoting industrialization, modernization and Planning of Ha Tinh province for the period 2021 - 2030, with a vision to 2050 associated with the goal of green growth and sustainable development. At the same time, promoting the formation of a new industrial ecosystem, creating jobs for many workers, increasing budget revenue, spreading the service, logistics and urban sectors.

To ensure project progress, departments, branches and localities need to continue to accompany and provide maximum support in administrative procedures, technical infrastructure, and human resource supply; proactively remove difficulties and obstacles; ensure security, order and social stability in resettlement areas and project areas. Vingroup and investors accelerate progress, attract secondary projects in line with the orientation of green and high-tech industrial development; fully comply with legal regulations, commit to the Government and the province, ensure infrastructure connectivity and regional linkages according to Resolution No. 81/2023/QH15 of the National Assembly and Decision No. 376/QD-TTg of the Prime Minister on the development of industrial parks and economic zones.

Also in Ha Tinh, the social housing pilot project phase II is deployed in the central area of ​​Thanh Sen ward, inheriting the infrastructure of phase I and synchronizing with the existing urban utility system such as: market, hospital, school... The project has a construction density of 38%, including 3 12-storey buildings with more than 500 apartments, 41 commercial houses with a traffic system, trees, playgrounds, parking lots and technical infrastructure works.

In particular, the project is fully equipped with essential facilities such as kindergartens, mini supermarkets, community rooms and modern surveillance camera systems, providing a comfortable, civilized and safe living space. Upon completion, the project will contribute to meeting the housing needs of low-income workers in the province. At the same time, gradually completing the target of 3,700 social housing units in the province by 2030 according to Decision No. 338 dated April 3, 2023 of the Prime Minister on approving the project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030".

At the same time, direct and urge partners participating in the project such as: project management consulting unit, supervision consulting unit, construction contractors to select competent human resources, invest in synchronous and advanced equipment, with the highest sense of responsibility to manage and implement the project to ensure quality, safety, progress, aesthetics... to soon put the project into use according to the proposed plan.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Tran Bao Ha emphasized: The groundbreaking ceremony of the pilot social housing project phase II today once again affirms Ha Tinh's determination in concretizing the Party and State's policies and guidelines on housing care for officials, civil servants, workers and low-income people. At the same time, it creates a premise for the province to complete the social housing target for the period 2025 - 2030, contributing to ensuring social security and building a civilized and modern urban area.

In order for the project to be implemented on schedule and ensure quality, the Provincial Development Investment Fund needs to fully implement the process of project investment documents and procedures in accordance with the provisions of law; promote the highest sense of responsibility, mobilize sufficient capital, direct, supervise, and urge construction contractors and related units to focus resources to accelerate progress, complete phase II of the project in the fourth quarter of 2026 to ensure quality, technique and aesthetics. At the same time, publicize information related to the project so that people know, monitor, supervise and submit applications to buy, rent, and lease-purchase social housing. Receive applications, organize review and carry out procedures for selling, renting, and leasing-purchasing social housing in accordance with the provisions of law.

For construction contractors, it is necessary to mobilize maximum human resources and equipment to speed up the construction progress; absolutely not to allow errors or delays. Comply with approved construction designs, technical standards and regulations and legal provisions on the use of construction materials. Absolutely comply with regulations to ensure safety for construction works, underground works and adjacent works; labor safety for people and construction equipment; environmental protection, fire and explosion prevention and control and other safety conditions according to the provisions of law.

For the Department of Construction, it is necessary to perform the function of supervising and guiding investors to implement projects according to approved planning, comply with regulations on construction investment procedures, standards, and technical processes to ensure construction progress, quality assurance, labor safety, and environmental sanitation. Take the lead and coordinate with relevant agencies and units to review, appraise, and confirm eligible subjects to rent and buy houses according to regulations, and notify investors on time for timely implementation.

For relevant departments, branches and Thanh Sen Ward People's Committee, it is necessary to accompany and closely coordinate with the investor and related units in the process of organizing and implementing the project, ensuring security and order in the area. Art program to celebrate the groundbreaking ceremony of the resettlement area for the high-speed railway project on the North-South axis at Lien Vinh residential group, Ha Huy Tap ward.

Also in Ha Tinh, the resettlement area of ​​the North-South high-speed railway project through Ha Tinh in Lien Vinh residential group - Ha Huy Tap ward was started today with a scale of 3.8 hectares, a total investment of 37 billion VND, with synchronous traffic infrastructure, electricity supply, water supply and drainage, lighting, expected to serve the resettlement of 57 households in the residential groups: Lien Vinh, Lien Huong and Nam Thuong. This is the first high-speed railway project resettlement area chosen by the People's Committee of Ha Tinh province to start construction in the whole province.

In order for the project to be implemented on schedule and achieve quality, Vice Chairman of the Provincial People's Committee Duong Tat Thang requested the People's Committee of Ha Huy Tap Ward, as the investor, to promote the highest sense of responsibility, focus on closely directing each item; closely coordinate with relevant departments, branches and sectors to strictly implement the site clearance plan, ensure construction progress, and meet the living and production needs of the people. This is a key political task, requiring priority of all resources to complete.

Provincial departments, branches and sectors strengthen coordination, shorten the time for appraisal and approval of procedures, and create maximum conditions for resettlement areas in the province to be deployed quickly and smoothly.

The contractor mobilized maximum human resources and means, strictly complied with technical standards, ensured labor safety and environmental sanitation; consulting units and community supervision boards performed their functions properly, closely coordinated with the ward People's Committee in construction supervision, and promptly handled arising difficulties.

The Vietnam Fatherland Front and socio-political organizations step up propaganda, mobilization, listening, and promptly resolving people's legitimate petitions and aspirations, ensuring legitimate rights, creating consensus and trust among the people.
