Hai Phong strives to be a livable city of Southeast Asian stature.

(Dan Tri) - Speaking at the 1st Hai Phong Party Congress, Prime Minister Pham Minh Chinh asked the city to maintain its leading role, contribute more to the country, and soon become a socialist city.

On the morning of September 27, Prime Minister Pham Minh Chinh attended and directed the 1st Hai Phong City Party Congress, term 2025-2030.

The Congress announced the decisions of the Politburo and Secretariat on the personnel of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the City Party Committee for the 2025-2030 term and allocated the number and appointed delegates to attend the 14th Congress.

According to the decision, the Hai Phong City Party Executive Committee consists of 78 members, the Standing Committee has 20 members.

Mr. Le Tien Chau was appointed to hold the position of Secretary of the City Party Committee; Deputy Secretaries include Mr. Do Manh Hien, Mr. Le Van Hieu, Mr. Le Ngoc Chau and Mr. Pham Van Lap.

The political report presented to the Congress sets out six development perspectives, 29 key targets, five strategic breakthroughs, and four groups of key tasks and solutions in the following areas: Party building, economic development, culture - society, national defense - security, and foreign affairs.

By 2030, Hai Phong aims to become a modern, civilized, ecological, livable industrial seaport city of the Southeast Asian region; a pioneer in industrialization, modernization, digital transformation, green transformation and innovation.

Prime Minister Pham Minh Chinh assessed the Congress as a particularly important political event, creating a strong development foundation for Hai Phong in the new era.

According to the Prime Minister, during the last term, despite facing many unprecedented challenges, Hai Phong still achieved many important results.

Regarding Party building, political, ideological and ethical work is focused on, the organizational apparatus is gradually stabilized and effective. The two-level government operates synchronously, administrative reform and digital transformation are always among the leading groups in the country. Inspection, supervision, anti-corruption and negativity work is strengthened; the effectiveness and efficiency of the government are improved.

The socio-economic situation has maintained impressive growth. Hai Phong is the only locality in the country to achieve double-digit growth for 10 consecutive years. The economic structure has shifted positively towards industrialization, modernization, digitalization, and greening.

The city has had 4 consecutive years of budget revenue exceeding 100,000 billion VND, the total revenue for 5 years (together with Hai Duong) reached about 670,000 billion VND. Strategic infrastructure has been invested synchronously, the urban - rural appearance has been renewed, and people's lives have been improved.

The Prime Minister praised the spirit of solidarity and strong development aspirations of the Party Committee and people of Hai Phong, but also raised two concerns.

Firstly, the leadership and management capacity of some grassroots Party and government organizations is still limited, and it is necessary to quickly shift to a model of constructive and serving government.

Second, we need breakthrough mechanisms and policies to turn potential into sustainable development resources, worthy of the position of a Port City.

The Prime Minister agreed with the five lessons learned from the city and added three more: solidarity is decisive; people are the center, not sacrificing social justice to pursue growth; closely combining internal and external resources, in which internal resources are fundamental, strategic and long-term.

Looking ahead, the Prime Minister stressed that Hai Phong needs to be proactive in all circumstances, flexibly responding to the rapidly changing and unpredictable world situation. The city must contribute more and be more worthy to join the whole country in realizing the two 100-year strategic goals.

The head of the Government suggested that Hai Phong continue to innovate its thinking, “look far and wide, think deeply, do big things”, be more determined, and act more decisively. The city needs to maintain its pioneering role as a major economic center of the region and the whole country.

The Prime Minister emphasized three core issues. First , building the Party on the basis of five principles of operation and five leadership methods, in which democratic centralism is the most important. Second , developing the economy and society rapidly, greenly, sustainably, with people at the center, science, technology and innovation as the foundation, caring for people's lives, and promoting cultural strength.

Third , national defense, security, and foreign affairs with three proactive measures: building a solid people's position; flexible, high-tech defense; deep, substantive international integration.

Promoting the tradition of the heroic Port City, the Prime Minister called on the Party Committee, government and people of Hai Phong to unite and have higher determination, creating new momentum and development force. The city needs to strive according to the motto "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness", soon becoming a harmonious and livable socialist city, making an important contribution to the country's development.
