The Education Review 2025 Report, released by the Korean Ministry of Education and the Educational Development Institute on September 9, shows that the country is actively investing to nurture talent and strengthen national competitiveness. According to the report, as of last year, 56.2% of Korean adults aged 25-64 completed higher education, far exceeding the OECD average of 41.9%.
In particular, among the 25-34 age group, this rate reached 70.6%, making Korea the only OECD country to exceed the 70% threshold. Canada ranked second with 68.86%, followed by Ireland with 66.19%.
The Ministry of Education said that since 2008, South Korean youth have consistently held the top position in the tertiary education completion rate among OECD countries, a result that is considered a stable and sustainable trend.
In addition, public spending on education in Korea has also increased sharply. In 2022, the average spending per student reached 19.8 thousand USD, up 24.9% from the previous year and significantly higher than the OECD average of 15 thousand USD. At the university level, this figure increased 8.3% to 14.6 thousand USD.
