A series of legal documents on education and training have expired.

The Ministry of Education and Training has decided to announce the List of legal documents under the state management of the Ministry of Education and Training that will expire in 2024.

Accordingly, 21 documents in the field of education and training have completely expired in 2024 and have been replaced by another document; one document has partially expired.

Specifically, there are 4 decrees issued by the Government and the Prime Minister and the remaining 18 documents are decisions and circulars issued by the Ministry of Education and Training and jointly issued by the Ministry of Education and Training.

4 decrees issued by the Government

Decree 27/2015 on considering and awarding the titles of People's Teacher and Meritorious Teacher has expired and will be replaced by Decree No. 35 dated April 2, 2024 of the Government regulating the consideration and awarding of People's Teacher and Meritorious Teacher.

Educational institutions will base on new decrees and circulars to replace expired documents to carry out related educational and training activities.

Decree No. 46/2017/ND-CP regulating investment conditions in education activities and Decree No. 135 amending and supplementing a number of articles of Decree No. 46 are replaced by Decree No. 125/2024/ND-CP of the Government on investment and operation conditions in education.

Decree 86 of 2018 regulating foreign cooperation and investment in the field of education has expired in some provisions. Specifically: Clause 5, Article 4, which regulates the responsibilities of educational cooperation parties, has expired; Point e, Clause 1, Article 21, on the approval dossier for training cooperation and foreign language proficiency certification organization; Clauses 3 and 4, Article 27, on the responsibilities of cooperation parties and reporting regime; Clause 6, Article 32, on the rights and obligations of foreign-invested educational institutions, etc.

Documents issued by the Ministry of Education and Training

Decision No. 11/2006 promulgating regulations on considering and recognizing junior high school graduation has been replaced by Circular No. 31/2023 promulgating regulations on considering and recognizing junior high school graduation.

Circular No. 12/2016 regulating the application of information technology in management and organization of online training is replaced by Circular No. 30/2023 regulating the application of information technology in online training for university education.

Circular No. 10/2017 promulgating regulations on distance learning at university level is replaced by Circular No. 28/2023 promulgating regulations on distance learning at university level.

Circular No. 25/2020 regulating the selection of textbooks in general education institutions is replaced by Circular No. 27/2023 regulating the selection of textbooks in general education institutions.

Circular No. 30/2017 regulating professional title standards for university preparatory teachers is replaced by Circular No. 22/2023 regulating codes, professional title standards, and appointment and salary classification for university preparatory school teachers.

Circular No. 24/2015 regulating national standards for university education institutions is replaced by Circular No. 1/2024 promulgating standards for university education institutions.

Circular No. 36/2017 promulgating regulations on transparency for educational and training institutions in the national education system is replaced by Circular No. 09/2024 regulating transparency in the operations of educational institutions in the national education system.
