Bac Ninh aims to be one of the leading university centers in the country.

Five more major universities are about to start construction

On the afternoon of September 18, the People's Committee of Bac Ninh province held a meeting to review the progress of investment and construction of a number of university projects in the area south of Cau River (Kinh Bac ward, Bac Ninh province).

Also attending were leaders of a number of relevant departments and branches; representatives of the Board of Directors of universities with projects in the area including: Hanoi University of Pharmacy; Hanoi Medical University; Hanoi University of Science and Technology; Hanoi University of Natural Resources and Environment; Foreign Trade University.

The project “Building Hanoi University of Pharmacy to be on par with the region” in Vo Cuong ward, Bac Ninh province has a total investment of 45 million USD from preferential loans from the Korean Government and more than 244 billion VND from counterpart funds from the Vietnamese Government. Currently, the project has completed site clearance and the People's Committee of Bac Ninh province has issued the first land allocation decision with an area of 205,678.1m2.

In case the project can select and sign a contract with a general contractor and an international consulting contractor before December 31, 2025, Hanoi University of Pharmacy proposes that Bac Ninh province support in speeding up the procedures and processes in preparing construction infrastructure; granting construction permits to contractors and consulting units of the project...

The project to build the Hanoi Medical University campus in Bac Ninh province is an important project, part of the Project "Developing Hanoi Medical University into a key national university among the top in Asia" approved by the Prime Minister.

Currently, the school is actively and urgently implementing investment preparation steps according to regulations. The Ministry of Health has compiled the Project into the list of key projects and sent it to the Ministry of Finance to report to the competent authority to arrange capital for implementation.

Previously, the People's Council of Bac Ninh province issued a Resolution determining the expected support for the Hanoi Medical University construction investment project in Bac Ninh with an expected support capital of 250 billion VND to make payments for the following items: Site clearance, site leveling, fence construction, technical infrastructure, etc. The support period is in 2025 and the period 2026 - 2030. Therefore, Hanoi Medical University hopes that Bac Ninh province will soon organize the implementation of support for the project items according to regulations.

The Hanoi University of Science and Technology campus project in Bac Ninh province covers an area of about 12.6 hectares in University Village I, in Vo Cuong ward and Tien Du commune. To speed up the project implementation in the province, Hanoi University of Science and Technology proposed that the People's Committee of Bac Ninh province direct the implementation of tasks related to investment preparation and implementation of compensation, site clearance, leveling, investment in technical infrastructure outside the fence and support the completion of 1/500 planning procedures, handing over clean land to the school as soon as possible.

Along with that, agree to let the school coordinate with the Department of Construction and related units to deploy the work of preparing detailed planning documents at a scale of 1/500 for the 12.6ha land plot at University Village I, as a legal basis for implementing the next steps of land allocation, investment design and construction...

The project to invest in the construction and improvement of the facilities of the Hanoi University of Natural Resources and Environment in Bac Ninh has a scale of about 13 hectares with a total investment of nearly 1,300 billion VND. The school proposed that the People's Committee of Bac Ninh province consider directing and assigning the provincial unit to organize the preparation of the budget and implement the work of site clearance and handover of clean land to implement the project.

Foreign Trade University is implementing the project to invest in building the infrastructure of Foreign Trade University in Dong Nguyen Ward, Bac Ninh Province. Currently, the school has selected the Bac Ninh Institute of Planning and Architecture as the consultant to prepare the detailed planning project and is urging the consultant to prepare the detailed planning project, expected to be completed in December 2025.

At the meeting, leaders of the provincial departments and branches directly discussed some of the recommendations of the universities. At the same time, they suggested and guided some ways to implement the work in the coming time.

Speed up project progress

Concluding the meeting, Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi affirmed that over the past time, Bac Ninh province has always paid attention to building policies to attract investment, creating the most favorable conditions for universities to implement projects in the province with the goal of making Bac Ninh one of the leading centers for university training, research and development in the country and the region.

Thereby, it aims to provide high-quality human resources, meet the socio-economic development requirements of the province, and contribute to soon realizing the goal of turning Bac Ninh into a centrally-run city.

Emphasizing the need to remove difficulties and obstacles and speed up the implementation progress so that university projects can be put into use soon, the Vice Chairman of the Bac Ninh Provincial People's Committee requested universities to continue to pay attention, develop plans, speed up the progress of investment preparation work, and strive to start projects no later than the first quarter of 2026.

In particular, Hanoi University of Science and Technology; Hanoi Medical University; Hanoi Foreign Trade University need to urgently research and coordinate to advise on investment policies for the projects.

For Hanoi University of Pharmacy, the province has carried out compensation and site clearance work. It is necessary to soon find an international bidding solution to speed up the project implementation progress.

Hanoi University of Natural Resources and Environment has been approved for investment policy, requesting the school to coordinate with the Management Board of Civil and Urban Development Project No. 2 of Bac Ninh province to implement contents related to compensation and site clearance.

The Vice Chairman of the People's Committee of Bac Ninh province assigned the Department of Agriculture and Environment to preside over and guide the Provincial Land Fund Development Center and the People's Committees of localities to coordinate with schools to carry out procedures for compensation, support site clearance for projects, and hand over clean land to investors to start construction as planned.

The Department of Construction guides, appraises and urges schools to complete detailed planning documents 1/500, feasibility study reports, and submit them for approval before December 31, 2025. At the same time, coordinate with the Bac Ninh Province Civil and Urban Development Project Management Board No. 2 to support construction licensing procedures and infrastructure connection of the Hanoi University of Pharmacy project.

The Department of Finance shall preside over and coordinate with relevant agencies and units to guide universities in implementing project investment procedures; advise on balancing and allocating provincial budget capital for support immediately after ensuring legal conditions as prescribed.
