Act fast to seize the opportunity

On December 11, in a discussion chaired by Minister of Planning and Investment Nguyen Chi Dung at the National Innovation Center (NIC) Hoa Lac, Nvidia Corporation Chairman Jensen Huang expressed his good impressions of Vietnam.

Mr. Jensen Huang said that he promised Prime Minister Pham Minh Chinh that he would establish a legal entity in Vietnam, turning Vietnam into Nvidia's "second homeland". Interestingly, just before that, when visiting NIC Hoa Lac, the technology billionaire wrote on a board in the NIC lobby with great enthusiasm: "Vietnam is so beautiful, a magical country with wonderful people. I will definitely come back to build Nvidia's future home".

According to Mr. Jensen Huang, Vietnam has a lot of potential to develop the semiconductor and artificial intelligence (AI) industries, but to ensure a good future of cooperation in Vietnam, many more factors are still needed. Accordingly, Vietnam basically has a relatively good education and infrastructure, especially a rich "digital asset" of language, culture, etc.

However, to develop AI, Vietnam needs to build a specialized infrastructure system, including supercomputers. Software engineers also need to be trained intensively and have creative resonance in the technological ecosystem. Minister of Planning and Investment Nguyen Chi Dung said that Vietnam has actively prepared conditions to be ready to welcome and cooperate with US businesses and investors in the fields of innovation, semiconductor industry and AI. The semiconductor industry development strategy, as well as the semiconductor industry human resource development project, will be issued in early 2024. Accordingly, Vietnam will train at least 50,000 engineers for the industry by 2030, of which 15,000 are expected to be high-quality engineers in microchip design.

Recently, the National Assembly issued a resolution allowing the Government to draft a decree to establish an investment support fund for a number of high-tech projects, including semiconductor and AI projects. This decree is expected to be issued in mid-2024. However, the journey to realizing all these policies is still long and bumpy. The factors that Nvidia Corporation's leaders have mentioned, such as equipping the most modern equipment, improving skills and moving towards building a team of 1 million AI experts... are clearly challenging goals and difficult to achieve without the outstanding efforts of management agencies, the education and training system and the business community; as well as support from Nvidia itself and other technology "giants".

The new wave, as Mr. Jensen Huang commented, is very big, bigger than any other wave, but it comes and goes very quickly. Like AI, after only 1 year, from being nothing, it has appeared in the stories of everyone in the world. Vietnam, if it does not want to miss this opportunity, must act very quickly.

MR. PHUONG
