At the working session, Secretary of the Provincial Party Committee, Chairman of the People's Council of Ba Ria - Vung Tau province Pham Viet Thanh gave an overview of the socio-economic situation of the province to the working delegation of the Hanoi People's Council. Regarding the organizational structure of the Provincial People's Council for the 2021-2026 term, the province currently has 51 delegates. The Standing Committee of the Provincial People's Council organizes regular meetings according to the annual program and plan. From the beginning of the term to July 2024, the Provincial People's Council has successfully organized 22 meetings (including 7 regular meetings and 15 thematic meetings). At the working session, giving an overview of the socio-economic situation of Hanoi, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan said that in the first 6 months of 2024, Hanoi has focused on leadership, direction, administration, promoting the spirit of solidarity, innovation, resolutely implementing strategic and regular tasks; paying attention to solving urgent and urgent people's issues and achieving many important results. In particular, GRDP in the first 6 months of the year increased by 6.0%; State budget revenue reached 252,054 billion VND (equal to 61.7% of the estimate and increased by 12.5% over the same period). All economic sectors have grown and developed stably. Urban planning, management, renovation and development have been accelerated and have achieved many positive results.
Along with that, the fields of culture, education and training, and health care are given attention and investment. Social security is guaranteed. The fields of administrative reform, digital transformation, increased decentralization, authorization, and organizational restructuring are implemented drastically and effectively; political security and social order and safety are maintained.
In particular, Hanoi continues to be a safe destination for international friends and tourists and is the venue for many important events of the country. Notably, on June 28, 2024, at the 7th Session, the 15th National Assembly officially voted to pass the Capital Law (amended) with 7 chapters, 54 articles with 9 groups of mechanisms and policies and formalized the urban government model in Hanoi, strengthening decentralization and authorization, which is an outstanding driving force for the development of the Capital - Cultured, civilized, modern.
Regarding the organization and apparatus of the City People's Council for the 2021-2026 term, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that, implementing Resolution No. 97/2019/QH14 of the National Assembly on "piloting the model of organizing the urban government model in Hanoi", accordingly, Hanoi City will not organize People's Councils in wards of Son Tay district and town.
For the City People's Council, at the beginning of the term there were 95 delegates, now there are 93 delegates, divided into 30 delegation groups of districts, towns. The Standing Committee of the City People's Council consists of 7 comrades: Chairman, 2 Vice Chairmen and 4 Heads of the People's Council Committees, all working full-time. The City People's Council established 4 Committees of the City People's Council: Economy - Budget, Culture - Society, Law, Urban.
According to Chairman of the City People's Council Nguyen Ngoc Tuan, in order to continue to innovate and improve the quality of operations, right from the beginning of the 2021-2026 term, the Standing Committee of the City People's Council proactively developed an operational plan; reviewed and developed working regulations, internal procedures, and assigned tasks to the Standing Committee of the People's Council and the People's Council Committees to organize and implement tasks.
From the beginning of the term (2021-2026) to July 2024, the City People's Council held 17 meetings, including 8 regular meetings and 9 thematic meetings, issued 223 resolutions, many of which were very important, having a profound impact on the effectiveness and efficiency of all levels of government, socio-economic development tasks, and ensuring social security of the City.
