According to the People's Committee of Dong Nai province, the component project of Ring Road 3, Ho Chi Minh City, passing through Dong Nai province, is about 6 months behind schedule compared to the established critical path.
The reason for the delay is due to the delay in handing over the site and the delay in implementing the project documents. In addition, the lack of sand also has a significant impact on the project.
Currently, the Ring Road 3 through Dong Nai is about half a year behind schedule.
Although construction started in June 2023, after a year, the items have just had construction sites, so the output is not high.
Mr. Tran Van Bay, Director of Nhon Trach District Land Fund Development Center, said that up to now, 90% of the land has been handed over for Ring Road 3 through Dong Nai.
Currently, the only problem is the section from the intersection of Highway 25B to Vinh Thanh commune, the other sections are basically cleared.
“There are still many households that have not handed over their land but the land area is small and they have houses on it. The unit will continue to mobilize, if by the end of September they still have not handed over, we will take coercive measures,” said Mr. Bay.
It is known that the 3rd component project of Ho Chi Minh City’s Ring Road 3 has a total length of 11.2km, with 3 main construction packages. The total output of the entire route has only reached about 10% so far.
In which, package 26 - construction of the bridge has completed bored pile construction of some piers, and is constructing the pedestal, body, abutment... The road section has completed organic excavation and has molded some sections.
Some sections of Ring Road 3 through Dong Nai have been graded with crushed stone.
Package 29 has completed the construction of bored piles for the overpass on Highway 25C, construction of pier T3, T4, T5, and girder casting yard. Continued construction of the drainage system along Highway 25C and bored piles at the 25B intersection, completing the drainage system along the route. Others are working on technical sewers and compacting the roadbed in some sections of the route, with a value of over 12%.
Package 32 alone is about 5km long and just started construction in September. However, this section has basically enough land for construction to be smooth.
Recently, the investor has requested the People's Committee of Nhon Trach district to speed up the compensation and site clearance work, prioritizing important locations. It is recommended that Tien Giang , Ben Tre, and Vinh Long provinces soon complete legal procedures so that sand mines are qualified to exploit and supply the project. It is recommended that the People's Committee of Ho Chi Minh City take the lead in allocating the volume of sand for filling from the above-mentioned committed provinces.
Regarding land filling, the unit also recommended that localities promptly resolve procedures and provide specific instructions to have land to implement bidding packages.
Mr. Nguyen Linh, Deputy Director of Dong Nai Traffic Construction Project Management Board, said that currently, the ground conditions for packages 29 and 32 are basically stable, so the Project Management Board has worked with the contractor to request more machinery and personnel to speed up construction, working day and night, 3 shifts and 4 crews. The directors of the units focus on the bridge part first, while the road part is more difficult due to the rainy season. In addition, more equipment is still mobilized so that when the weather is dry, the work will be deployed immediately.
As for package 26, the current surface is patchy and difficult to construct, so the construction unit has workers focus on casting beams and doing other work at the staging area first.
“The current measure is that the Project Management Board, in coordination with the contractor and the locality, continues to encourage people to give up land for road construction. For package 26, we have proposed a plan to deposit part of the cost for people to have access to the road for construction, speeding up this package. We are trying to basically complete the site this month and receive all the site by early October,” said Mr. Linh.
Ho Chi Minh City Ring Road 3 was started in June 2023. The 76km long project passes through four localities: Ho Chi Minh City, Dong Nai, Binh Duong and Long An .
The section passing through Dong Nai province alone has a total investment of nearly 2,600 billion VND. The project will be implemented from 2022, basically completed in 2025 and put into operation in 2026. The project through Dong Nai has its starting point in Vinh Thanh commune, Nhon Trach district. The end point of the route will connect with Nhon Trach bridge in Long Tan commune, Nhon Trach (component project 1A of Ring Road 3, Ho Chi Minh City).
