The Congress passed the resolution of the 1st Congress of Dong Nai Provincial Party Committee, term 2025 - 2030, affirming to continue to be steadfast, innovate thinking, creatively apply Marxism-Leninism and Ho Chi Minh thought to the goals, ideals, mettle and development aspirations of the province in the new era.
The Congress affirmed the goal of building a clean and strong Party organization and political system; promoting the strength of national solidarity, promoting the pioneering spirit, creativity, and development aspirations; developing digital economy , green economy, circular economy, sharing economy, and knowledge economy; taking the lead in developing aviation economy, high-tech industry, high-tech agriculture, logistics centers, science and technology, innovation, and digital transformation.
Economic development goes hand in hand with cultural and social development, environmental protection; improving the material and spiritual life of the people, firmly ensuring national defense, security, social order and safety, maintaining border sovereignty and strengthening foreign affairs, international integration, promoting the central role of the Southeast region, together with the whole country firmly entering a new era of development. Building Dong Nai province to develop green, prosperous, civilized, modern, striving to achieve the basic standards of a centrally-run city by 2030.
Focused development based on promoting the advantages of the Southern Key Economic Zone and the province's internal strength, potential and competitive advantages, ensuring synchronization and harmony between localities and regions in the province; restructuring the province's development space as a new driving force, ensuring the implementation of the double-digit growth target.
The province strengthens national defense and security, firmly protects national border sovereignty in all situations; protects the safety of key areas of national defense and security, strategic projects such as Long Thanh International Airport, Phuoc An port cluster, Hoa Lu border gate economic zone, large industrial parks and key traffic routes; strengthens border control capacity, builds a stable, peaceful , cooperative and sustainably developed border area.
Regarding the province's key tasks in the next 5 years, the Congress resolution affirmed the synchronous implementation of solutions to realize two driving forces including: Industrial development with the core of attracting new generation strategic investors, filling existing industrial parks and continuing to attract potential industrial parks, prioritizing high-tech industries, green industries, and supporting industries; service development with the core being the Long Thanh International Airport comprehensive service urban area, including a free trade center and an aviation - logistics - trade - tourism service ecosystem.
Focus on overcoming bottlenecks, unblocking all resources, ensuring stability and sustainable development; maximizing the spillover effects of Long Thanh International Airport on infrastructure investment, traffic and urban connectivity, and increasing economic value.
Focus on adjusting the Dong Nai Provincial Planning for the 2021-2030 period, with a vision to 2050, ensuring consistency and synchronization with the country's socio-economic development strategy and regional and inter-regional development space orientation.
Some key targets: Average GRDP growth rate reaches 10%/year or more; by 2030, total product in the area (GRDP at current prices) reaches over 1.2 million billion VND; GRDP per capita reaches over 250 million VND.
Economic structure by 2030 will reach: Industry - construction accounts for 60-64%; agriculture - forestry and fishery accounts for 5-7%; trade - services: 25-28%; product tax minus product subsidies 5-6%.
By 2030, the proportion of digital economy in GRDP will reach over 30%; the average growth rate of State budget revenue in the area will be 10-12%/year; the average total social investment capital in 5 years will be about 30-35% of GRDP; the number of newly established enterprises in the province in the period of 2026-2030 will be 36,000 enterprises...
The Congress announced the Politburo 's Decision on appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Dong Nai Provincial Party Committee for the 1st term, 2025-2030 term; appointing the Inspection Committee, Chairman, and Deputy Chairman of the Provincial Party Committee's Inspection Committee for the 2025-2030 term; and appointing delegates to attend the 14th National Congress of the Party.
In his closing speech at the Congress, Secretary of the Dong Nai Provincial Party Committee Vu Hong Van emphasized: The success of the Dong Nai Provincial Congress for the 2025 - 2030 term is of special importance, demonstrating the high political determination of the entire Party Committee and people in the province; this is the premise and solid foundation for successfully implementing the goals and tasks set by the Congress in the next 5 years.
The Congress called on all cadres, party members, civil servants, public employees, armed forces, business community and people of all walks of life in the province to continue promoting the fine traditions of the province, together with the Provincial Party Executive Committee for the 2025 - 2030 term, to unite and build a clean and strong Party and political system, promote the combined strength of the entire people, effectively use all resources, take advantage of the golden opportunity to make a breakthrough, build Dong Nai province to develop green, rich, civilized, modern, striving to achieve the basic criteria of a centrally-run city by 2030.
The Secretary of the Dong Nai Provincial Party Committee requested that, immediately after the Congress, Party organizations in the entire Party Committee urgently organize research, propaganda, and dissemination of the Resolution and documents of the Provincial Party Congress for the 2025-2030 term to cadres, Party members and people of all walks of life in the province on the results of the Congress; urgently develop and deploy programs and action plans to quickly put the Resolution into life, launch extensive patriotic emulation movements throughout the Party, the entire people and the entire army, determined to successfully implement the goals set out in the Resolution of the Provincial Party Congress for the 2025-2030 term.
