Realizing government close to the people

The transformation of the local government model from three levels to two levels is a major policy, requiring strong changes in the organization and personnel at the grassroots level. To realize the goal of "being close to the people", many provincial and district leaders have proactively accepted new tasks at the commune level, where they have direct contact with the people. This is a strategic step, demonstrating the Party's determination and bringing practical results in the work of managing and serving the people.

Advantages and challenges

The transfer of cadres from departments and branches to communes brings certain advantages to the work at the grassroots level. Comrade Pham Thi Kieu Trang, from Deputy Secretary of the Provincial Youth Union to Secretary of the Binh Thuan Ward Party Committee, said that cadres from the province can harmoniously combine professional factors and professionalism in mass mobilization work. With innovative thinking and experience working at high levels, they have flexible leadership, direction and management methods that are suitable to reality. This contributes to changing the working style and manner of grassroots cadres, improving the quality of the team and the efficiency of the apparatus after the reorganization.

However, in addition to the advantages, the cadres also have to face many difficulties. Comrade Vi Khanh Hoa, from Deputy Head of the General Department of the Provincial Party Committee Office to the position of Standing Deputy Secretary of the Linh Ho Commune Party Committee, encountered initial difficulties due to the difference between the commune-level and provincial-level models. If before, his job was to synthesize reports and grasp the general situation of the whole province, now he has to learn more about consolidating the apparatus from commune to village, pay attention to socio -economic development, national security and defense and listen to the thoughts and aspirations of the people. The difference in environment, scale and working conditions is also a big challenge.

Comrade Vi Quang Ngoc, from the Head of the Provincial Department of Animal Husbandry, Veterinary and Aquatic Products to the position of Chairman of the People's Committee of Minh Tan Commune, also shared the differences in regional environment and culture. Comrade Vi Quang Ngoc said: The role of the commune level is currently very important, directly handling the daily work of the people. Therefore, research to make the apparatus operate scientifically and effectively, especially without interruption in handling administrative procedures is an urgent task.

Solutions and initial results

To overcome these difficulties, the department and branch officials who were mobilized to the commune have had practical solutions. Secretary of the Binh Thuan Ward Party Committee Pham Thi Kieu Trang spent time thoroughly understanding the local situation, listening to opinions from many sides to grasp the true situation. She also focused on improving the quality of the staff through assigning tasks clearly to people and jobs and evaluating capacity based on performance results. In particular, she focused on solving urgent people's problems, applying information technology to management work to increase professionalism, transparency and efficiency.

People in Nam Dam village, Linh Ho commune are very satisfied when they come to the one-stop office to do administrative procedures. Ms. Nguyen Thi Thai, a resident who comes to do administrative procedures, shared: "I see that the commune level operates well, without any impact or delay, the staff work with enthusiasm. Even when the authority increases, many things are resolved very quickly such as land procedures, ID card making... people do not need to go far as before." This is the clearest evidence showing the effectiveness of mobilizing leaders to the grassroots, helping the administrative apparatus operate smoothly and serve the people better.

This is also an opportunity for key commune-level officials to promote their capacity and strengths, bringing the two-level local government into smooth operation, achieving the goal of "streamlining, compactness, strength, efficiency, effectiveness and efficiency". Reality shows that despite many difficulties, with determination and appropriate solutions, this model is gradually affirming its effectiveness and is an important step forward in the reform of public administration.
