On September 22, 2025, the People's Council of Ca Mau province issued Resolution No. 08/2025/NQ-HDND to support cadres, civil servants, public employees, non-professional workers and workers working at the commune level after the rearrangement of administrative units in Ca Mau province.
Accordingly, the basic contents are stipulated as follows:
* Scope of adjustment
1. This Resolution provides support for cadres, civil servants, public employees, non-professional workers and workers working at the commune level after administrative unit rearrangement in Ca Mau province.
2. This Resolution does not apply to
a) Cadres, civil servants, public employees, part-time workers and commune-level workers who have decided to retire or quit their jobs before this Resolution takes effect;
b) Officials and labor contracts of public service units in the fields of education and training, health; public service units are transferred to the commune level for management (no arrangement is carried out);
c) Cadres, civil servants, public employees and labor contracts of central agencies and units located in Ca Mau province.
* Applicable objects
1. Cadres, civil servants, public employees, non-professional workers and employees receiving salaries and allowances from the state budget or from career revenue sources, with decisions on transfer, arrangement and assignment of work by competent authorities.
2. Agencies, administrative units, and public service units related to the arrangement, reception, and payment of support policies.
* Support level, duration and form of support
1. Support level
a) Cadres, civil servants, public employees, part-time workers and workers whose home is 15 km or more from their workplace are supported as follows:
Travel expenses: 480,000 VND/person/month;
Housing rental cost: 840,000 VND/person/month. In case the beneficiary has been arranged official housing or accommodation, the housing rental cost will not be supported;
Living expenses: 500,000 VND/person/month.
b) Cadres, civil servants, public employees, part-time workers and workers whose home is less than 15 km from their workplace are supported with living expenses of VND 500,000/person/month. In case the beneficiary has a particularly difficult family situation, the Provincial People's Committee shall determine the conditions, subjects and decide on the support level according to the provisions in Point a, Clause 1 of this Article.
2. Time and form of support
a) Support period: From July 1, 2025 to December 31, 2025;
b) Form of support: The provincial budget supplements funds for the agencies and units managing the beneficiaries to pay monthly support at the same time as the salary for the beneficiaries. In case the beneficiaries have a decision on mobilization, arrangement, and assignment of work before the 15th of the month, they will receive full-month support; from the 15th of the month onwards, they will receive half-month support according to the support level in Clause 1, Article 3 of this Resolution.
This Resolution takes effect from September 22, 2025./.
