Implementing Project 1 on solving the shortage of residential land, housing, production land, and domestic water under the National Target Program on socio -economic development in ethnic minority and mountainous areas, period 2021-2025 (abbreviated as National Target Program 1719), Tan Son district has focused on implementing tasks and solutions to effectively use project capital, thereby creating motivation for people to develop the economy and escape poverty sustainably.

Three months ago, the family of Mr. Ha Thanh Sac, in Kiet Son commune, Tan Son district, was handed over a new, solid house of 106 square meters. As a poor family in the commune, raising two small children alone, for many years his family had to live in an old, dilapidated house without the conditions to renovate it. When the National Target Program 1719 was implemented, Mr. Sac's family received 44 million VND in support from the State budget, and he borrowed more from relatives and friends to build a new house on the old land. Sharing his joy at being in the new house, Mr. Sac said: "I am very grateful for the attention of the Party, the State and the local government. Thanks to this support policy, my family has a solid house, no longer worried about the rain and wind. The new house has helped us stabilize our lives, feel secure in doing business to escape poverty."

Mr. Sac's house is one of 298 households approved for support by the District People's Committee. Up to now, 137 households have completed construction.

In addition to housing, clean water is also one of the urgent needs of ethnic minority and mountainous people that need attention and support. Currently, the district has 164 households in need of support for scattered domestic water. The District People's Committee will review and support in cash for households that dig wells and install self-flowing water systems; support in kind for water tank support; invest in centralized domestic water systems in the communes of Xuan Son, Vinh Tien, and Dong Son with a total estimated project cost of nearly 15 billion VND.

Comrade Nguyen Thi Hong Hue - Head of the District Ethnic Affairs Department said: "The district has over 82% of ethnic minorities. Tan Son district entered the implementation of the 2021-2025 period plan in a context where the district still faced many difficulties and challenges, especially since the district had just escaped poverty. To implement Project 1, the department advised the District People's Committee to issue an implementation plan; informed and guided communes and towns to review and make a list as a basis for approving beneficiaries..."

However, after 3 years of implementation, the Project to solve the shortage of residential land, housing, production land, and domestic water in the area still faces many difficulties. In the period of 2021-2023, the implementation of Project 1 in some communes is still confusing, because the regulations and implementation instructions issued by the Central Government are still slow and lack consistency. In addition, the study of documents for application is not yet in-depth, so the beneficiaries must be reviewed and adjusted many times, affecting the implementation progress.

Regarding housing support, some poor households are supported with 40 million VND from the central budget and 4 million VND from the local budget, which is low, because the amount of money to build houses for poor households is very large. Even if they borrow capital from the social policy bank, there is not enough money to build houses, so the district has to adjust the subjects, which affects the overall disbursement progress.

In addition, through the review in the district, there are no households registered for vocational training to change jobs, only households registered for machinery support. However, the types of machinery registered by households are very diverse, so it is difficult to evaluate and determine the value of machinery to serve the job conversion of households, leading to slow implementation.

To gradually and effectively implement the National Target Program 1719 in the area, Tan Son district proposed that the Central Government and the province continue to issue documents directing and providing detailed instructions on the contents and projects of the National Target Program 1719; amend, adjust, supplement, and provide financial support for some contents of the Project; expand and add more objects and scope of support...

From the capital source for Project 1, many poor and near-poor households in ethnic minority and mountainous areas in Tan Son district have had stable housing, focusing on developing production to improve their lives. In the coming time, the district is striving to ensure and accelerate the implementation of the National Target Program 1719 so that people can soon benefit from the policy and the locality can effectively complete the set goals and tasks.
