Members of the Quyet Thang B Hamlet Mediation Team, Hiep Hung Commune, survey and discuss before mediating a case.

More than 5 months ago, the Quyet Thang B Hamlet Mediation Team, Hiep Hung Commune received a petition from Mr. Nguyen Ngoc Kien, who had a dispute with a fellow hamlet resident. In the petition, Mr. Kien stated that the land of two adjacent families had the same area of 8,000 square meters . During the farming process, the neighbor encroached on his land, so they often argued.

The incident reached its climax when the two families clashed, requiring the intervention of the local authorities. As Party Cell Secretary and Head of Quyet Thang B Hamlet, Mr. Cao Van Chin directly intervened to mediate, analyze right and wrong, and eliminate the animosity between the two families.

Specifically, when receiving Mr. Kien's petition, Mr. Chin first investigated the root cause of the incident, then invited the two families to the hamlet information house to hear their opinions, then each member of the mediation team analyzed the rights and wrongs so that the parties could have a thorough view. "Through the mediation session, Mr. Chin analyzed the rights and wrongs, the neighborly relationship, so my family proactively withdrew the petition and made peace" - Mr. Nguyen Ngoc Kien shared.

“After receiving the application, it usually takes no more than 15 days for us to resolve it reasonably and amicably for the people. Because if the dispute has to go to court, it will cost the people a lot of money. It will be more beneficial to resolve it immediately at the local level,” Mr. Chin confided.

Over 60 years old, Mr. Tran Van Tam, Party Cell Secretary, Head of Hamlet 4A, Tan Hoa Commune, is still enthusiastic about the work of reconciliation and mending neighborly relations. For nearly 20 years as hamlet chief, Mr. Tam has always been an exemplary leader in all movements and is trusted by the people for his impartiality in participating in reconciliation.

After all these years of working, what Mr. Tam is most excited about after each mediation is that the parties happily shake hands, eliminate conflicts and grudges, and unite and preserve the neighborly relationship. According to Mr. Tam, people who do mediation work must always determine that good mediation at the grassroots level will reduce the number of complaints that go beyond the level and the neighborly relationship will be strong. "Reconciliation has no winners or losers, but is mainly to resolve conflicts, create peace, and strengthen the feelings of the people," Mr. Tam said.

As of July 2025, the city has 1,871 grassroots mediation teams, with 11,108 mediators. In recent years, the City Department of Justice has regularly opened training courses, refresher courses, and competitions to improve the knowledge, skills, and mediation expertise of grassroots mediators. From there, mediators have gained more experience in applying each field and area of responsibility. Thanks to that, the successful mediation rate at the grassroots level has reached more than 95%.

Mr. Dong Viet Phuong, Deputy Director of the Department of Justice of Can Tho City, said: "In recent times, the city's Justice sector has advised the City People's Committee to build and strengthen the grassroots mediator team, especially in terms of policies, regimes, and means to support the mediator team and mediation teams to operate effectively." According to Mr. Phuong, the sector will advise the City People's Committee to continue organizing competitions for excellent mediators; organize training courses, foster and update legal knowledge, skills, and mediation techniques to help improve the quality and effectiveness of mediation activities at the grassroots level...
