Ho Chi Minh City People's Council held a special meeting to resolve post-merger problems.

VTV.vn - On the morning of September 29, the People's Council of Ho Chi Minh City, term X, 2021 - 2026, opened its fourth session, the thematic session in 2025.

Attending the meeting were Secretary of the Ho Chi Minh City Party Committee - Tran Luu Quang, Head of the Ho Chi Minh City National Assembly Delegation - Nguyen Van Loi, Chairman of the Ho Chi Minh City People's Council - Vo Van Minh.

Special session after administrative unit arrangement

In the first 9 months of 2025, Ho Chi Minh City faced many challenges, but with the close direction of the Central Government, the strong leadership of the City Party Committee, the support of the People's Council and the flexible management of the People's Committee, the City achieved positive results. The economy maintained stable growth; the fields of trade, services, industry, import and export all had positive changes; social security was ensured; national defense and security were maintained.

After the reorganization of 168 communes, wards and special zones, the administrative apparatus was quickly consolidated, operated smoothly and basically completed the set targets and tasks. Preparations for Party Congresses at all levels are also being deployed synchronously, creating a solid foundation for the first City Party Congress, term 2025 - 2030.

However, Chairman of the Ho Chi Minh City People's Council - Vo Van Minh - frankly pointed out major problems, such as "bottlenecks" in decentralization, delegation of power, administrative procedure reform and public investment disbursement that need to be resolved. According to Mr. Minh, this is also the session with the largest workload since the City implemented administrative unit arrangement.

Perfecting mechanisms, promoting development

At this session, the Ho Chi Minh City People's Council voted to pass 41 important resolutions, promptly concretizing the major policies of the Central Government and the leadership requirements of the City Party Committee into the development practice of the City. These resolutions are the basis for removing difficulties and handling inadequacies to bring the two-level government apparatus and development fields into stability, synchronization and efficiency, meeting the requirements of socio-economic development.

Delegates passed 41 important resolutions to promptly concretize the Central Committee's policies and the leadership requirements of the City Party Committee.

Speaking at the closing session, Chairman of the Ho Chi Minh City People's Council - Vo Van Minh - said that the remaining time of 2025 is not much but it is decisive in completing the socio-economic development goals and targets of the year and the entire term. The Resolutions passed this time not only meet urgent requirements, have immediate impacts on the socio-economy, national defense - security and the lives of millions of people in the City, but also create a foundation and driving force for the rapid and sustainable development of the locality in the future.

Delegates also contributed many ideas to complete the drafts.

Mr. Minh requested the City People's Committee, departments, branches and localities to quickly implement the resolution with specific and clear results, and at the same time carefully prepare the content for the thematic meeting scheduled to be held next November. In particular, the Politburo 's key resolutions, including Resolution 57 on science, technology and innovation; Resolution 59 on international integration; Resolution 66 on innovation in law making and enforcement; Resolution 68 on private economic development; Resolution 71 on education and training; Resolution 72 on protecting and improving people's health, need special attention.

Delegates vote to approve the People's Council app

The Chairman of the People's Council of Ho Chi Minh City also requested to urgently complete the special mechanism, soon submit to the National Assembly to amend Resolution 98/2023/QH15, and at the same time organize drastic implementation, turning the special mechanism into a driving force to promote the City to make a breakthrough in the new period. At the same time, Ho Chi Minh City also needs to speed up the process of forming an international financial center, selecting key projects with breakthroughs and high attraction from the beginning.

To ensure the effectiveness and efficiency of the two-level government apparatus, Mr. Minh requested the City People's Committee and departments and branches to continue administrative reform, remove legal bottlenecks, disburse public investment capital, improve the investment and business environment, and support businesses to recover and develop. At the same time, continue to implement phase 2 of the overall project to rearrange specialized agencies and public service units.
