Lao Cai aims to become the development center of the North

On September 30, after more than 2 days of urgent and serious work, the 1st Congress of Lao Cai Provincial Party Committee, term 2025-2030, completed all content, program and closed.

The Congress was held at Lao Cai Provincial Convention Center ( Yen Bai ward) with the participation of 440 official delegates representing over 119,000 party members in the entire Party Committee.

The Congress was honored to welcome Mr. Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs , to attend and give a speech.

The Congress received 271 comments from 103 Party Committees under the Provincial Party Committee participating in the draft documents to be submitted to the first Provincial Party Congress, term 2025-2030 and the draft 17 key projects for the period 2025-2030; of which, 117 comments participated in the key projects.

On that basis, the Lao Cai Provincial Party Committee unanimously approved the resolution and action program to implement the Congress resolution and 17 key projects of the Provincial Party Executive Committee for the 2025-2030 term.

The Lao Cai Provincial Party Committee has determined the general goals for the coming term as: Building a clean and strong Party and political system in all aspects; firmly ensuring national defense and security; promoting all potentials, advantages, resources and human factors, effectively exploiting new growth drivers, creating a breakthrough in building Lao Cai province into a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region - China in the direction of "green, harmony, identity, happiness" associated with the goal of "Preserving the border, preserving the people, preserving the forest, preserving the water, preserving the environment."

By 2045, Lao Cai will become the northern development center of the country; the center of economic and trade connections between Vietnam and ASEAN countries with China and Europe; realizing the development goal of "green, harmonious, unique, happy."

The Congress set out 24 main targets; of which 12 are for the economic sector, 7 are for the social sector and 5 are for the environmental sector.

Some outstanding targets include: By 2030, the total product (GRDP) in the area will reach over 240,000 billion VND; the average growth rate of the total product (GRDP) for the period 2026-2030 will be 10%/year or more; the average GRDP per capita will be 136 million VND, the average income per capita will be 70 million VND; the state budget revenue will reach over 32,000 billion VND; attracting over 15 million tourists with revenue of 70,000 billion VND; the poverty rate will maintain a decrease of 2.5-3 percentage points/year...

The Congress agreed on 5 key tasks, 3 breakthroughs and 10 specific solutions. In particular, the province focuses on building a clean, strong Party and political system that operates effectively, efficiently and effectively; focusing on planning and developing the economy with one driving force, two development poles, three economic regions and four development pillars.

The locality focuses on improving the quality of healthcare, education, human resources, and employment for workers, and strengthening national defense and security; firmly protecting national borders, promoting foreign relations, and deeply integrating internationally.

The Congress announced the decisions of the Politburo and the Secretariat on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of Lao Cai Provincial Party Committee for the 2025-2030 term and the Provincial Delegation to attend the Congress at a higher level.

Mr. Trinh Viet Hung (Alternate member of the Party Central Committee, Secretary of Thai Nguyen Provincial Party Committee) was appointed to join the Executive Committee, Standing Committee, and hold the position of Secretary of Lao Cai Provincial Party Committee, term 2025-2030.

The delegation of Lao Cai province attending the 14th National Congress of the Party includes 32 official delegates and 2 alternate delegates.

In his closing speech, Deputy Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee Tran Huy Tuan affirmed that immediately after the Congress, the Provincial Party Executive Committee will promptly issue a resolution and action program to implement the Congress resolution and 17 key projects of the Provincial Party Executive Committee for the 2025-2030 term.

Party committees and organizations at all levels in the entire Party need to organize well the research and thorough understanding of these contents; widely propagate and disseminate the results of the Congress to the people; promptly complete the development and promulgation in November 2025 of a specific and practical Action Program with effective, suitable and feasible solutions.

The Congress called on Party committees at all levels, authorities, cadres, party members, armed forces and people of all ethnic groups in Lao Cai province to continue promoting the tradition of solidarity, seizing opportunities, overcoming difficulties and challenges; strongly renewing thinking, arousing the will and aspiration for development, successfully implementing the set goals and tasks.../.
