
Comrade Nguyen Thi Tuyen, member of the Party Central Committee, Vice President of the Vietnam Fatherland Front Central Committee, President of the Vietnam Women's Union and Comrade Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, President of the Vietnam Fatherland Front Committee of Lam Dong province chaired the conference.

According to the report at the working session, after merging from 3 provinces of Lam Dong, Dak Nong, Binh Thuan , Lam Dong province now has 236 extremely difficult villages in ethnic minority areas in 52 communes.

During the 2021-2025 period, the Provincial Women's Union has implemented Project 8 with many important results. The provinces have established Executive Boards, issued annual plans; coordinated with relevant departments and branches; organized supervision and inspection, ensuring that capital is managed and disbursed in accordance with regulations (reaching from 76% to over 91%).

The project has established 248 community communication teams, 49 trusted addresses, 31 “Leaders of Change” clubs; 5 livelihood support models, cooperatives, cooperatives owned by women, co-owned by women applying 4.0 technology. Organized 64 policy dialogues and dozens of gender mainstreaming training courses for more than 2,900 officials, including 432 ethnic minority female officials who were trained in leadership skills. The activities have contributed to changing awareness, enhancing economic power, and creating a safe environment for women and children.

However, the implementation of Project 8 still faces some difficulties such as slow funding allocation and not reaching the commune level; lack of resources to maintain the models; some communes are out of the list of particularly difficult so the beneficiaries are narrowed; the capacity of grassroots Union staff is not uniform...

At the conference, delegates also heard a summary report on the activities of the Women's Union and the Women's Movement in Lam Dong province in the first 8 months of 2025, directions and tasks for the last 4 months of 2025; difficulties and obstacles in implementing the 2-level government model; as well as preparations for organizing the Women's Congress at all levels.

The delegates exchanged and discussed to clarify the results achieved; pointed out some difficulties and obstacles in the implementation of Project 8. At the same time, the Vietnam Women's Union proposed a number of contents such as: Recommending the Ministry of Finance to supplement instructions on spending for dialogue and discussion activities, supporting accommodation and travel for unpaid delegates. Regarding livelihoods, it is necessary to allow the establishment of new models in Project 8 areas, supplement support for facilities, plant and animal varieties, clearly specify the level of counterpart for effective implementation; open a flexible mechanism for localities to implement appropriately and for the right subjects.

In addition, it is proposed to add subjects to implement the "Piloting and replicating the model of supporting livelihood development and community integration for victims of human trafficking", including "victims of human trafficking, victims of domestic violence; women who migrate for unsafe labor; women from poor households, women with disabilities";...

Concluding the meeting, President of the Vietnam Women's Union Nguyen Thi Tuyen acknowledged and highly appreciated the results in implementing Project 8, as well as in implementing the Union's activities and women's movements in Lam Dong province in recent times.

He also expressed his hope that women's unions at all levels would continue to pay attention to overcoming the limitations pointed out in the implementation of Project 8 to implement it more effectively in the coming time. Particularly focusing on improving the quality of the population, increasing the rate of women's union membership, as well as preparing well for the Women's Congresses at all levels...

Regarding the proposals and recommendations at the working session, the working delegation received and synthesized them to serve as a basis for developing solutions for Project 8 development in the coming time.

Previously, on the morning of September 5, the working delegation of the Vietnam Women's Union also visited the Dalat Home Garden Cooperative in Xuan Truong Ward - Da Lat, a typical model of a cooperative owned by women.
