67th Provincial Party Standing Committee Conference

After listening to the draft of the Political Report Outline to be presented to the 15th Provincial Party Congress, the members of the Provincial Party Committee and the participants had many opinions to discuss in depth the content of the theme, motto of the Congress; viewpoints, goals, directions and targets, tasks for the new term. Most of the opinions expressed high consensus and agreement with the presentation and draft of the Political Report Outline. The delegates assessed that with careful and thoughtful preparation, following the determined structure and going through many rounds of collecting opinions, the Political Report Outline basically fully and comprehensively demonstrated all areas and deeply focused on key and breakthrough tasks, creating highlights of the report.

On that basis, the Provincial Party Standing Committee unanimously submitted to the Provincial Party Executive Committee the Congress theme of "Promoting the tradition of solidarity, continuing to build a clean and strong Party and political system in all aspects; promoting innovation, dynamic, breakthrough, rapid and sustainable socio -economic development, improving the quality of people's lives; ensuring national defense and security; determined to become a province in the group with high average income in the country" and the Congress motto: "Solidarity - Democracy - Discipline - Breakthrough - Development". At the same time, it is necessary to continue reviewing, researching, adjusting and supplementing in the process of building the Political Report to ensure the appropriateness and consistency between the Congress theme and the contents of the documents.

Regarding the Land Use Plan for the period 2021-2025, the Provincial Party Standing Committee basically agreed with the proposal of the Party Committee of the Provincial People's Committee and the Party Delegation of the Provincial People's Council as well as the explanations of specialized agencies; at the same time, it proposed to supplement specific assessments of the results of implementing land use indicators in 2021, 2022 and 2023; supplement and clarify the legal basis for allocating land use indicators to districts and cities in the years from 2021 to 2024 and some other important contents.

Concluding the conference, the Provincial Party Secretary emphasized: Up to this point, the draft outline of the basic political report has been shaped, the construction process ensures the process, fully covers all fields; the basic structure and layout is scientific and tight, but it is also necessary to review, research, and absorb the Central's direction to supplement and complete, ensuring sufficient conditions to submit to the Provincial Party Committee for discussion and consideration and approval. The Provincial Party Secretary assigned the Editorial Team to absorb the opinions of the delegates to complete the related contents, paying attention to issues of national defense, security, digital transformation, digital economy, cultural and human development... in the spirit of not missing major issues, important issues. From there, advise the Provincial Party Committee Standing Committee to submit to the Provincial Party Committee for consideration and comments according to its authority.

Regarding the development of the 5-year Land Use Plan for 2021-2025, the Provincial Party Secretary affirmed that this is a necessary requirement, in accordance with the provisions of the law on land and Resolution No. 21-NQ/TU dated January 25, 2022 of the 14th Provincial Party Committee on strengthening the Party's leadership in the management and effective use of land, mineral resources, and environmental protection until 2025, with a vision to 2030. The process of implementing the Land Use Plan has been directed by the Party Committee of the Provincial People's Committee to collect opinions from relevant agencies, units, and localities; at the same time, receiving and explaining the opinions of the Provincial Land Use Plan Appraisal Council and the Provincial People's Council Party Delegation to ensure completeness, strictness, and compliance with the process. Up to now, the Land Use Plan for the period of 2021-2025 of the province has also met the conditions to be submitted to competent authorities for consideration and approval. On that basis, he assigned the Party Committee of the Provincial People's Committee to continue to direct the research and fully absorb the opinions of the Provincial Land Use Plan Appraisal Council and the conclusions of the Provincial Party Standing Committee to complete the Land Use Plan to submit to the competent authority for approval, ensuring compliance with legal regulations, in accordance with the instructions of the Central ministries, branches and related plans as well as the general development orientation of the province.
