The Second Conference - Provincial Party Executive Committee, Term XVII

Overview of the conference.

Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference. Attending the conference were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrades of the Provincial Party Standing Committee, members of the Provincial Party Committee; representatives of the Central Party Building Committees.

Vi Xuyen Commune Party Committee organized the Party Congress first to gain experience for the whole province.

The conference focused on discussing the Plan for organizing Party Congresses at all levels for the 2025-2030 term and the Project for delegates to attend the 18th Tuyen Quang Provincial Party Congress for the 2025-2030 term. All delegates agreed with the Plan and Project.

Provincial Party Secretary Hau A Lenh gave a speech at the conference.

Accordingly, with the Project of delegates attending the Provincial Party Congress, the Provincial Party Executive Committee agreed that the number of official delegates attending the 18th Provincial Party Congress, term 2025 - 2030 is 415 delegates. Delegates attending the congress must ensure the standards of political quality, ethics, lifestyle, capacity and prestige, and be trusted and credited by cadres, party members and people.

Regarding the Plan for organizing Party Congresses at all levels for the 2025-2030 term, the Provincial Party Committee emphasized that the work of preparing and organizing Party Congresses must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring safety, practicality, efficiency, without showing off, resolutely fighting corruption, waste and negativity.

Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan spoke at the discussion.

The congresses of Party cells and grassroots Party committees shall be held for no more than 1 day, to be completed before July 31, 2025. The congresses of Party committees directly under the Provincial Party Committee shall be held for no more than 2 days, to be completed before August 25, 2025. The Standing Committee of the Provincial Party Committee selected the Vi Xuyen Commune Party Committee to hold the congress first in the form of direct participation combined with online participation at the connecting points of the Party committees directly under the Provincial Party Committee to organize experience sharing throughout the Provincial Party Committee.

Carefully prepare and successfully organize Party congresses

Concluding the conference, Provincial Party Secretary Hau A Lenh requested the Provincial Party Committee's Organizing Committee to seriously absorb the opinions at the conference to supplement the plan. At the same time, there should be specific and detailed instructions for the Party cells and subordinate Party committees to implement. Issuing a plan to organize Party congresses at all levels for the 2025-2030 term is a very important task at present. Party committees at all levels in the province need to carefully study the instructions of the Central and the province to adjust and perfect their own documents.

The Provincial Party Secretary especially emphasized: Party committees at all levels need to pay attention to preparing documents well, promoting the principle of democratic centralism, contributing ideas to build targets and resolutions for local development in the next 5 years, close to local realities, suitable for the new development space. He also noted that although the congress does not carry out personnel work, Party committees and organizations at all levels must pay attention to planning, training, and arranging staff to meet the requirements of the tasks.

There is not much time left, the organization of the Party Congress in the context of localities having just merged, so Party committees and organizations at all levels must immediately implement the preparation work; the organization of Party Congresses at all levels must be creative, flexible, and ensure the time according to regulations. Based on the actual conditions of the locality, the Congress must be organized in accordance with the regulations and principles of the Party, ensuring safety, practicality, efficiency, and no formality.

The comrade noted that the Party Committee of Vi Xuyen commune should quickly prepare conditions to organize the congress early to gain experience throughout the province. Regarding the delegates attending the Provincial Party Congress, the comrade requested that the Party Committees, based on the allocated number, select truly exemplary delegates, representing the Party Committee and the people of all ethnic groups. The comrade also requested that all levels and sectors step up propaganda and mobilize cadres, party members, and the masses, launch patriotic emulation movements, and make achievements to welcome the Party Congresses at all levels, associated with the celebration of major holidays in 2025.
