Implementing Plan No. 37/KH-UBND dated February 29, 2024 of the People's Committee of Ninh Binh province on organizing the scientific workshop "Research, preservation and promotion of the value of the stele system at the special national relic of Non Nuoc mountain". On the morning of May 3, 2024, at Hoang Son Hotel (Ninh Binh city), the People's Committee of Ninh Binh province coordinated with the Vietnam Academy of Social Sciences to organize the scientific workshop "Research, preservation and promotion of the value of the stele system at the special national relic of Non Nuoc mountain".
Attending the workshop, on the side of Ninh Binh province, the workshop was attended by comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Tong Quang Thin, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Leaders of the Department of Culture and Sports and Departments, branches of the province; Leaders of the Provincial Party Committee Office, Provincial People's Committee Office, Provincial People's Council Office and the Provincial National Assembly Delegation; Leaders of the City Party Committee and People's Committee of Ninh Binh city.
On the side of the Vietnam Academy of Social Sciences, there were Associate Professor Dr. Nguyen Tuan Cuong, Director of the Institute of Han Nom Studies; Associate Professor Dr. Vuong Thi Huong, Deputy Director of the Institute of Han Nom Studies.
Also attending the conference were Lieutenant General Le Phuc Nguyen, former Editor-in-Chief of the People's Army Newspaper; Prof. Dr. Dinh Khac Thuan, former Deputy Editor-in-Chief of the Han Nom Magazine; Associate Professor Dr. Trinh Khac Manh, former Director of the Institute of Han Nom Studies; Associate Professor Dr. Nguyen Duc Nhue, Chairman of the Scientific Council - Institute of History; Associate Professor Dr. Nguyen Huu Son, former Director of the Institute of Literature... along with many scientists, researchers, leading experts in history and culture in the country, scientists, and researchers of Ninh Binh province.
Overview of the Workshop
Speaking at the opening of the workshop, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, affirmed: The workshop is an important event to evaluate and affirm the historical, cultural and documentary values of the steles system at the special national relic of Non Nuoc Mountain; from there, propose directions for preserving and promoting the value of the steles in particular and the Non Nuoc Mountain relic in general, contributing to the socio-economic and cultural development of the locality. The workshop is one of the tasks of the Plan "Management, preservation and promotion of the value of the special national relic of Non Nuoc Mountain, Ninh Binh city, Ninh Binh province, period 2021-2025" to strengthen the management, protection and promotion of the value of the special national relic of Non Nuoc Mountain associated with tourism development in the province; contribute to propaganda and education about cultural heritage, promote and spread the value of the relic and intangible cultural heritage associated with the Non Nuoc Mountain relic. The workshop is also an opportunity for Ninh Binh province to consult with managers, experts and scientists to develop a nomination dossier to include the system of stele inscriptions at the relic in the UNESCO List of Documentary Heritage.
Comrade Tong Quang Thin , Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Ninh Binh Provincial People's Committee delivered the opening speech at the Workshop.
The central report at the Workshop presented by Mr. Nguyen Manh Cuong, Director of the Department of Culture and Sports, Co-Chair of the Workshop Organizing Committee, affirmed that the cultural heritage system at the Non Nuoc Mountain relic site is a great spiritual and humanistic asset of the locality, playing a great role in the healthy and sustainable development of contemporary life. The workshop is an opportunity for Ninh Binh to consult with domestic and international experts, UNESCO, cultural heritage management agencies at the central and local levels to develop a nomination dossier to submit to competent authorities for consideration and inclusion in the UNESCO Documentary Heritage List, propose solutions and directions for preserving and promoting the value of the relic in order to develop a plan for preserving, restoring and rehabilitating the Non Nuoc Mountain National Heritage Site to be submitted to the Prime Minister for consideration and approval.
Comrade Nguyen Manh Cuong, Director of the Department of Culture and Sports of Ninh Binh province presented the central report.
The workshop received 36 reports, including 29 reports from central scientists and researchers, and 7 reports from local researchers and managers . From many fields and with different approaches, the comments all focused on the main issues related to the theme of the workshop, which are: History and current status of the stele system at the special national relic of Non Nuoc Mountain: Overview of the formation and development of the Nui Non Nuoc relic and the stele system at the relic; Assessment of the historical, cultural and documentary values of the stele system at the relic: Focus on researching and clarifying the value of the stele system at the relic in relation to the history and culture of Ninh Binh province and the whole country; Directions for preserving and promoting the value of the Nui Non Nuoc stele system in the context of local socio-economic and cultural development; propose solutions, advise on plans to preserve and promote the system of steles of Non Nuoc Mountain. The reports have rich, vivid content, high scientific content, meeting the general goals and requirements of the Workshop, clarifying the historical, cultural and documentary values of the system of steles at the relic, contributing to clarifying the outstanding value of the special national relic of Non Nuoc Mountain.
Associate Professor, Dr. Nguyen Duc Nhue, Chairman of the Scientific Council, Institute of History presented a paper at the Workshop.
Summing up the Workshop, Associate Professor Dr. Nguyen Tuan Cuong, Director of the Institute of Han Nom Studies, Co-Chair of the Organizing Committee affirmed: The Workshop clarified the history, the process of formation, the role and importance of Non Nuoc Mountain in the construction and protection of the ancient capital of Hoa Lu - Ninh Binh, where many historical marks and relics, scenic spots, especially the treasure of Han Nom poetry and literature are still preserved. Thereby, it has shown the uniqueness, the necessity and importance of research, exploitation, and communication to promote the value of the treasure of Han Nom poetry and literature. The opinions and discussions at the Workshop are the basis and basis for compiling documents and publications about Non Nuoc Mountain or the complex of scenic spots of Non Nuoc Mountain - Ninh Binh. Thereby, the importance of planning, embellishing and preserving the relics and treasures of Han Nom heritage here is further demonstrated.

Closing the Workshop, Comrade Tong Quang Thin, Member of the Provincial Party Committee, Permanent Vice Chairman of the Ninh Binh Provincial People's Committee affirmed: The scientific workshop "Research, preservation and promotion of the value of the stele system at the special national relic of Non Nuoc mountain" has completed the proposed content and program. Initially, it is possible to evaluate the historical, cultural and documentary values of the stele system at the relic, contributing to clarifying the outstanding value of the special national relic of Non Nuoc mountain and related issues. Based on the comments of the Workshop, he emphasized a number of key tasks in the coming time:
Firstly: Synthesize and edit the papers and opinions expressed at the Workshop into the Workshop Proceedings as scientific documents for research to serve the work of preserving and promoting the value of cultural heritage and documents of Ninh Binh land; At the same time, serve as a source of documents to help research agencies and state management agencies have more basis to research, advise, and propose specific solutions, ensuring high feasibility in implementing socio-economic development tasks in the locality, perfecting policies and strategies, serving the process of leadership, direction, management and planning for socio-economic development of the province.
Second: Strengthening propaganda, promotion, education, raising awareness of preserving and promoting the historical, cultural and documentary values of the special national relic of Non Nuoc Mountain in particular, and the historical and cultural traditions of the land and people of Hoa Lu Ancient Capital in general. Thereby, arousing the tradition of patriotism, national pride, love for the homeland, promoting the spirit of great solidarity, striving to compete to build and develop the beautiful homeland of Ninh Binh, contributing to the overall development of the country.
Third: Through the results of the Workshop and the research results of experts and scientists, with many solutions presented in the presentations, they will be necessary premises to create a scientific and objective basis for policy making, implementation of the Plan for Management, Conservation and Promotion of the Value of the Special National Monument of Non Nuoc Mountain, Ninh Binh City, Ninh Binh Province, period 2021 - 2025; develop a Plan for preservation, restoration and rehabilitation of the Special National Monument of Non Nuoc Mountain; towards building a nomination dossier to inscribe the system of stele inscriptions at the Non Nuoc Mountain Monument, Ninh Binh Province into the UNESCO List of Documentary Heritage; contribute to realizing the goal of building Ninh Binh into a centrally-run city with the characteristics of a heritage urban area according to the Ninh Binh Provincial Planning approved by the Prime Minister.
Scientific workshop "Research, preservation and promotion of the value of the stele system at the special national relic of Non Nuoc mountain" is an important event to evaluate and affirm the historical, cultural and documentary values of the steles system at the relic, contributing to clarifying the outstanding value of the special national relic of Non Nuoc mountain; thereby proposing directions for preserving and promoting the value of the steles in particular and the Non Nuoc mountain relic in general, contributing to the socio-economic and cultural development of the province.
