More than 2,000 comments on law making from Lawyers' Associations

On June 27, in Sapa town ( Lao Cai province), the Emulation Cluster of the Lawyers Association of the Northern Mountainous Provinces held a conference to review the emulation work in the first 6 months of the year and the direction and tasks for the last 6 months of 2023.

Attending the conference were Dr. Tran Cong Phan - Deputy Secretary of the Party Committee, Vice President, General Secretary of the Vietnam Lawyers Association, Member of the 15th National Assembly; Mr. Luong Mai Sao - Member of the Party Committee, Head of the Organizing Committee of the Vietnam Lawyers Association; leaders of the Lawyers Associations of 13 provinces in the Emulation Cluster of Lawyers Associations of the Northern Mountainous Provinces.

On behalf of the Emulation Cluster of the Northern Mountainous Provinces in 2022, Chairman of the Lao Cai Provincial Bar Association Le Ngoc Quynh - Deputy Head of the Emulation Cluster, presented a preliminary report on the Association's work and emulation movement in the first 6 months of the year, directions and tasks for the last 6 months of 2023 of the Emulation Cluster of the Bar Association of the Northern Mountainous Provinces.

In the first 6 months of 2023, the emulation work of the Provincial Lawyers Association in the Emulation Cluster has developed a plan and implemented it continuously, comprehensively, extensively and evenly. The work of participating in the development of policies and laws has been carried out regularly, gradually going into depth. Specifically, the provinces have organized 179 conferences to participate in the development of legal policies; and contributed 2,093 opinions to draft laws and legal documents.

The work of propaganda, dissemination and legal education has been promoted, with rich and diverse forms and methods of propaganda, with many innovations, suitable for each subject and each region. The propaganda content is practical and closely linked to people's lives, contributing to creating changes in improving people's understanding of the law, awareness of respecting and complying with the law, promoting socio-economic development, ensuring political security and social order and safety in the locality.

Legal consultancy and legal aid work is maintained and implemented regularly, protecting the legitimate rights and interests of people, especially ethnic minorities, remote and mountainous border areas, policy beneficiaries, people with meritorious services to the country and disadvantaged and vulnerable groups in society.

The work of developing the Association's organization and members continues to receive attention, promotion, and development according to the Association's organization and members, increasing in both quantity and quality; the work of supervising law enforcement, judicial reform, and administrative reform is maintained and implemented effectively, highly appreciated by local Party committees and authorities.

Besides, according to Mr. Le Ngoc Quynh, there are still some difficulties, shortcomings and limitations in the work of the association. In particular, the way of operating and organizing association activities is not uniform at the grassroots level, mainly integrated activities. Information exchange, reporting and coordination in implementing tasks are sometimes not timely and effective.

Besides, the staff and members are all part-time and mainly focus on the professional work of the unit and do not pay attention to investing time and intelligence in the Association's work.

In particular, funding for implementing the Association's activities is still limited, and facilities and minimum equipment to serve the Association's work are lacking.

“The activities of the Bar Associations in some provinces are mostly part-time, there is no full-time staff, members are scattered in many different agencies and locations and often have to go on business trips, most of the members focus on professional work, not focusing on spending time on the Association's work.

The affiliated Lawyers Associations have not really paid attention to and focused on emulation and reward work; the support budget is low, the facilities and means of operation mainly depend on the agencies and units where the lawyers work. A few Associations have not really been proactive, and are still slow to implement programs and plans to organize emulation movements," the Chairman of the Lao Cai Provincial Lawyers Association assessed.

In order to successfully complete the political goals and tasks set out by the Association in 2023, in the last 6 months of the year, the Emulation Cluster of the Lawyers Association of the Northern Mountainous Provinces determined to continue promoting the patriotic emulation movement associated with organizing the excellent completion of the tasks of the Association and the locality; Promote emulation to achieve achievements in completing the tasks in 2023.

Well organize the second round of emulation movements until the end of 2023 according to the emulation movement launching plan of the Central Committee of the Vietnam Lawyers Association and the Emulation Cluster, establish achievements Emulation to establish achievements to celebrate the 78th anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam; Law Day of the Socialist Republic of Vietnam; Commemorate the 93rd anniversary of the founding of the Vietnam National United Front.

Disseminate and thoroughly educate cadres and members to grasp the Party's guidelines and policies and the State's laws on emulation and reward work. Continue to strongly implement the patriotic emulation movement of the Vietnam Lawyers Association with the theme: "All levels of the Association unite, be creative, actively compete, strive to excellently fulfill the goals and tasks of the Resolution of the 13th National Congress of Delegates of the Vietnam Lawyers Association (term 2019-2024)".

Depending on the specific situation of the provinces, the Association will flexibly and creatively apply them to build effective emulation movements with specific solutions.

Actively promote activities to participate in policy and law making; effectively contribute opinions on draft laws and legal documents of the Central and local levels; Continue to effectively carry out propaganda and legal dissemination work in a variety of forms, focusing on implementing innovative solutions for propaganda and legal dissemination work associated with the application of information technology; Promote and improve the quality and effectiveness of legal consultancy, legal aid and consultation on complaint settlement and mediation at the grassroots level; Actively participate in judicial reform, administrative reform, law enforcement supervision, and social criticism supervision at the local level.

Continue to build, consolidate and perfect the Association's organization at all levels and develop members to improve the quality of activities, strengthen consultation for local Party committees and authorities on the organization of the Association and the activities of the Association at all levels and the Lawyers Associations under the province.

Strengthen coordination with sectors and mass organizations in the provinces to effectively implement signed coordination programs and plans in the localities.

Pay more attention to the work of building, fostering, praising and replicating advanced models in emulation movements in all areas of the Association's work.

Continue to improve the quality of commendation work, ensure timely commendation, commendation of the right people, the right work, and the right achievements. Focus on commendation for all levels of the Association at the grassroots level and cadres, members who do not hold leadership or management positions and members with many outstanding and outstanding achievements in the emulation movement; Strictly implement the information and reporting regime on emulation and commendation work in 2023 according to regulations .
