Steering Committee meeting to summarize the implementation of Resolution 18-NQ/TW of the Party Central Committee

At the meeting, the leaders of the Provincial Party Committee's Organizing Committee reported on the progress of the draft summary report of Resolution 18-NQ/TW and the orientation for the implementation of projects to reorganize and merge agencies and units. On that basis, the delegates discussed and contributed many opinions on the draft summary report and the project and plan to reorganize and streamline the apparatus of the provincial political system. Thereby, it was suggested to further evaluate the effectiveness of the implementation of staff streamlining, the implementation of the "3-room" model in a number of agencies and units in the province; review and carefully calculate the personnel plan in the process of reorganization and streamlining to ensure improved performance, effectiveness and efficiency of the new apparatus.

Concluding the meeting, the Provincial Party Secretary requested the drafting agency to absorb the comments, review, adjust and supplement the final report on the implementation of Resolution 18-NQ/TW of the Party Central Committee on continuing to innovate, arrange and organize the apparatus of the political system to be streamlined, operate effectively and efficiently to submit to the Provincial Party Committee for comments. In particular, it is necessary to rearrange the layout and structure; fully evaluate the achieved results, clearly identify the remaining difficulties and limitations. The Provincial Party Secretary emphasized that the implementation of Resolution 18-NQ/TW of the Party Central Committee is a key political task, especially urgent and important at the present time, therefore requiring the entire political system of the province to focus on implementing it resolutely, especially focusing on doing a good job of propaganda, raising awareness to create high consensus among cadres, party members and people.

At the same time, it is recommended that in the coming time, Party committees at all levels continue to review and complete the rearrangement projects and proactively prepare plans according to the construction project. The process of building plans and rearrangement and streamlining projects needs to focus on synchronization, unity and regularly update and supplement new instructions and regulations of the Central Government; the implementation of the rearrangement must ensure "streamlining and strength"; streamlining the payroll in the spirit of "retaining capable people", building a team of cadres with sufficient qualities, capacity and prestige equal to the task. The Provincial Party Secretary also assigned the Provincial Party Committee's Organization Committee to urgently advise on the issuance of a detailed plan to assign tasks to agencies and units according to the direction; assigned the Working Groups to urgently research and develop projects to submit to the Steering Committee on schedule, strive to complete the report on the project and rearrangement plan, and perfect the organization and apparatus of the political system on schedule.
