Training cooperation is the foundation of Vietnam-Australia defense relations.

The 8th Vietnam - Australia Defense Policy Dialogue

On August 12, at the Ministry of National Defense , Senior Lieutenant General Hoang Xuan Chien - Member of the Party Central Committee, Standing Member of the Central Military Commission, Deputy Minister of National Defense held talks with Mr. Hugh Jeffrey - Deputy Secretary General of Australian Defense on the 8th Defense Policy between Vietnam and Australia.

Training cooperation is the foundation of the defense relationship between the two countries.

At the talks, Senior Lieutenant General Hoang Xuan Chien emphasized that since the 7th Vietnam-Australia Defense Policy Dialogue (March 2024) up to now, Vietnam-Australia defense cooperation has been actively and effectively implemented in many fields, commensurate with the Comprehensive Strategic Partnership between the two countries, notably in the following areas: Exchange of delegations and contacts at all levels, especially high-level ones, have been effectively maintained; cooperation in training, United Nations peacekeeping , military cooperation, information sharing, military medicine, overcoming the consequences of war, search and rescue, defense industry... have been promoted by both sides.

The Vietnamese Ministry of National Defence supports the ASEAN-Australia Comprehensive Strategic Partnership and the Australian Ministry of Defence's efforts to further strengthen defence cooperation with ASEAN, including the first Australia-ASEAN High-Level Defence Dialogue (May 2025); and highly appreciates Australia's active and proactive role in regional multilateral mechanisms, especially the ASEAN Defence Ministers' Meeting Plus (ADMM+).

In the coming time, on the basis of the documents and agreements signed between the two countries' Ministries of Defense, it is recommended that the two sides continue to strengthen cooperation and effectively implement the following contents: Exchange of delegations and contacts at all levels, especially at high levels; cooperation between military branches and services, military medicine, overcoming war consequences, defense industry, border management; effectively implement the 3-year Cooperation Plan (2025 - 2027) to implement the Peacekeeping Partnership Agreement signed at the end of July 2025; coordinate in multilateral activities, especially within the framework of ADMM+.

Emphasizing that training cooperation is the foundation of the defense relationship between the two countries; hoping that the Australian Ministry of Defense will consider increasing the number of undergraduate and master's scholarships in a number of majors that Vietnam needs, and welcoming Australia to continue sending soldiers to study Vietnamese at the Academy of Military Science and the International Defense Officials course at the National Defense Academy.

At the Dialogue, the two sides also discussed the world and regional situation and issues of mutual concern. Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; is ready to cooperate with countries and international organizations for peace, cooperation and development; persists in the "Four Nos" Defense Policy; Vietnam advocates resolving all disputes and disagreements in the East Sea by peaceful means on the basis of international law, including the United Nations Convention on the Law of the Sea (UNCLOS 1982); complies with the Declaration on the Conduct of Parties in the East Sea (DOC), promotes the early conclusion of negotiations and the signing of a substantive, effective and efficient Code of Conduct of Parties in the East Sea (COC).

At the end of the Dialogue, the two sides signed a three-year defense cooperation plan for 2025 - 2027.
