Hung Yen: Breakthrough from quality human resources and high-tech industry

The past five years have been a period of strong breakthroughs in industrial development, making Hung Yen a bright spot in attracting investment, developing infrastructure, and creating jobs for tens of thousands of workers. These achievements affirm the province's strong leadership, the support of the people and the business community.

Business boom, investment capital increased dramatically

As the first rays of the morning sun shone, streams of people poured into the gate of Pho Noi A Industrial Park (Hung Yen), creating a bustling working atmosphere. Hundreds of workers lined up to start their shifts.

In the factory, the sound of machines and production lines moves continuously, producing products with Vietnamese, American, Korean, Japanese brands..., exported all over the world .

Among the workers working in the industrial park is Tran Minh Duc, born in 1990, in Nhu Quynh commune (Hung Yen), who used to work in Japan.

Returning home in 2022, Duc decided to stay in his hometown and work for an animal feed factory in an industrial park 7 minutes by motorbike from home, with a salary of 15 million VND/month.

Tran Minh Duc shared that he feels lucky to work close to home because the province has attracted many businesses to invest in Hung Yen, creating jobs for tens of thousands of workers.

Mr. Duc's simple story is also a vivid demonstration of the province's industrial development policy: economic development is closely linked to creating sustainable livelihoods for local people.

In the period of 2021-2025, Hung Yen has made strong progress in attracting investment and developing industry. The telling numbers have proven this statement. The whole province has 14,186 newly established enterprises, with registered capital of 200,199 billion VND, an increase of 47.63% in the number of enterprises and 126.89% in capital compared to the previous period.

The province has attracted 912 domestic and foreign investment projects with a total newly registered and increased capital of VND368,194 billion and USD10 billion (equivalent to about USD24.5 billion), accounting for nearly 60% of the total accumulated registered capital by mid-2025.

In particular, many industrial parks and industrial clusters have been deployed and put into effective operation. By June 2025, the whole province has 1 economic zone, 23 industrial parks established (of which 5 are located in economic zones) with a total area of ​​5,891.4 hectares, an occupancy rate of 64.9%. At the same time, Hung Yen has 74 industrial clusters established, with a total area of ​​3,931.2 hectares, of which 34 clusters have come into operation.

Notably, due to administrative reform and simplified procedures, many industrial parks were granted Investment Certificates within 1 month. For example, the project "Investment in construction and business of infrastructure of Clean Industrial Park" in Xuan Truc commune of a foreign investor, after being approved for investment policy on July 6, 2021, on August 6, 2021, the project was granted an Investment Registration Certificate by the Management Board of Industrial Parks of Hung Yen province; construction on the field began in November 2022.

Behind the growth of industrial parks and clusters is a great effort in site clearance - which is always a challenge for every locality. In Hung Yen, in the period of 2021-2025, more than 10,702 hectares of land were cleared to serve the implementation of a series of socio-economic development projects. This result affirms the province's strong leadership and direction and the consensus of the entire political system and the people.

Commenting on this content, Mr. Nguyen Van Thang, Secretary of the Party Committee of Tan Hung Commune (Hung Yen), said that in the last term, the Provincial Party Executive Committee left many impressions in operation and management.

The most significant mark was the establishment of the “Steering Committee for Key Projects” by the province, headed by the Provincial Party Secretary. The Committee’s task is to meet monthly to promptly remove bottlenecks and bottlenecks in site clearance, and push the project to its finish line on schedule.

“This is a creative and decisive step in Party leadership that was not seen in previous terms. Thanks to this, many bottlenecks have been cleared, creating conditions for projects to be implemented on schedule, bringing strong investment capital flows to factories, creating more jobs and wealth for society,” Mr. Thang said.

Not only striving to become a modern industrial province, in the coming years, Hung Yen province will also focus on implementing three strategic breakthroughs for rapid and sustainable development.

That is to develop science, technology, innovation and digital transformation; develop a synchronous socio-economic infrastructure system, focusing on digital infrastructure and transport infrastructure; and at the same time build high-quality human resources and a team of cadres with sufficient capacity, qualifications and equal to the tasks.

Realizing the aspiration to the sea

With the advantage of being a trade gateway, synchronous infrastructure and open and transparent investment attraction policies, in recent years, Hung Yen has been realizing a strong "breakthrough", shifting the economic structure towards green and sustainable growth.

This combination has helped Hung Yen not only consolidate its position as an industrial center but also aim to become a new driving force for development; especially promoting the advantages after the administrative boundary merger, thereby expanding the development space, especially the development of the marine economy.

Not only optimizing existing industrial zones, after merging with Thai Binh province with a sea-facing space, Hung Yen province is facing an opportunity for outstanding development with a breakthrough strategic vision, which is to build a Free Economic Zone, based on the Economic Zone foundation.

According to the Management Board of Hung Yen Economic Zone, the economic zone currently has 5 industrial parks under construction and operation, including Lien Ha Thai Industrial Park, Tien Hai Industrial Park, Hai Long Industrial Park, VSIP Thai Binh Industrial Park and Hung Phu Industrial Park (located in the old Thai Binh province) with an average occupancy rate of 46%.

At Hung Phu Industrial Park these days, the construction atmosphere at the site is very exciting, striving to complete phase 1 of the project in the first quarter of 2026. The project has a total investment of 2,300 billion VND with a total planning area of ​​about 210 hectares, with Geleximco Hung Phu Industrial Park Joint Stock Company (GELEXIMCO Group) as the investor.

Mr. Vu Duc Tam, Deputy General Director of Geleximco Hung Phu Industrial Park Joint Stock Company, said that the core project of Hung Phu Industrial Park is the GEL O&J Automobile Manufacturing Factory with a total investment of 319 million USD and a land use area of ​​over 381,000m2. The project is not only a manufacturing factory, but also a nucleus to attract satellite projects, creating a strong supporting industrial ecosystem. In particular, the Company prioritizes attracting sustainable development projects, green development and supporting industries for the automobile manufacturing factory. This is a strategy to create a modern, environmentally friendly Industrial Park with long-term economic value.

Meanwhile, Lien Ha Thai Industrial Park with an area of ​​over 588 hectares located in Thai Binh Economic Zone, which started construction in 2020, is identified as a core project, paving the way to attract investment, building Thai Binh Economic Zone into a key point and driving force for economic development of the province. Currently, the site clearance work here has reached over 99%. Up to now, Lien Ha Thai Industrial Park has received 52 projects (including 49 FDI projects with a total registered investment capital of over 1.6 billion USD), achieving an occupancy rate of 52%.

To realize the aspiration towards the sea, in addition to sustainable development of the marine economy, development of maritime economic sectors, seaports, river ports, dry ports and logistics services associated with the global supply chain and the Red River Delta region, Hung Yen province pays special attention to building a project to convert coastal economic zones into free, multi-sector economic zones with many unique and outstanding mechanisms and policies.

In particular, the free economic zone is determined to become a new development driving force of the province and a gateway to the world from the sea for the Northern region and the Red River Delta; including at least 5 industry clusters: advanced manufacturing; high-tech manufacturing; energy; digital services and innovation; support services and infrastructure in various fields.

With the existing foundations, the spirit of consensus and high determination, Hung Yen is striving to make a breakthrough with the goal of becoming a province with modern industry by 2035, and among the leading group in the country by 2045; at the same time, becoming a strong maritime economic center of the North. This is a journey that requires steadfastness, breakthroughs in policy and efforts to create a sustainable investment environment.

Closing the term with many outstanding marks, Provincial Party Secretary Nguyen Huu Nghia said that the action program to implement the Resolution of the 1st Provincial Party Congress, term 2025-2030 has the motto "One policy, ten solutions, twenty determinations" and the spirit of 5 clear points: "Clear work, clear people, clear results, clear progress, clear responsibility." Specifically, regarding the development orientation of the province's industry in the coming period, it will be associated with the strategy of rapid and sustainable economic development, based on 5 key pillars.

The province focuses on developing modern industry, applying high technology, using resources and labor economically and being environmentally friendly on the basis of creating a synchronous industrial ecosystem; developing a sustainable marine economy, building a multi-sector free economic zone that meets international standards, associated with sea reclamation, becoming a center for research, application, technology development, logistics services, seaports, airports, coastal resort cities, converging talents and creating new growth poles for the Red River Delta as well as the whole country.

Investing in digital infrastructure and human resources

With a clear orientation and strong investment in infrastructure and people, Hung Yen is gradually mastering the digital transformation process, creating a solid foundation for breakthroughs, making the province a bright spot in the process of developing modern industry and digital economy of the whole country.

In the 2021-2025 period, Hung Yen province spent nearly VND 1,700 billion on science, technology, and digital transformation, 6.2 times higher than in the 2016-2020 period.

This resource focuses on investment in digital infrastructure, science and technology infrastructure, databases, technological equipment, computers and terminals. Public administrative service centers are invested synchronously, meeting legal standards and improving the quality of services to the people.

According to Hung Yen Provincial Party Secretary Nguyen Huu Nghia, along with digital infrastructure, human resources are the decisive factor to successfully implement the strategic development goals and political tasks of the locality. Therefore, the province pays great attention to investing, developing, training, fostering and improving the capacity and qualifications of cadres, civil servants, public employees and workers, especially the high-quality workforce to meet the requirements of developing Hung Yen into a modern industrial province.

To implement this, Hung Yen has issued many mechanisms and policies to support and encourage training and recruitment of science and technology staff; build training and development programs for groups of staff; perfect the competency framework, job positions, and evaluation criteria; innovate the recruitment and evaluation mechanism of staff in a practical and effective direction, focusing on capacity, products, and results.

The province researches and promulgates mechanisms to attract young intellectuals, science-technology and engineering staff, and highly qualified professionals.

Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed that in the 2025-2030 term, the province has identified science and technology as one of the strategic breakthroughs. The goal is that by 2030, the digital economy will account for about 30% of the province's GRDP. This shows that Hung Yen province is determined to build a modern economy based on knowledge and innovation.

With clear orientation and high political determination, Hung Yen people believe that the ancient land of Pho Hien will shine brighter in the future, achieving the set goals./.
