In fact, over the past many years, Dam Ha district has always made efforts, been proactive and creative in streamlining the apparatus and staff, with the goal of innovating methods, improving the leadership capacity and fighting strength of the Party. Especially in resolutely building and implementing a series of projects such as: Establishing, merging, transferring functions and tasks of a number of agencies with similar tasks; merging schools, reducing school points and classes; arranging and merging administrative units at commune, village, hamlet and neighborhood levels; arranging the organization and staff of the Education sector; streamlining the staff of agencies of the Party, mass organizations and government sectors...

The streamlining has helped reduce the number of organizational units within agencies and units; significantly overcoming the overlapping of functions, tasks, and management areas. A number of public service units have been granted financial autonomy according to regulations, and have initially had positive results... The regulation and arrangement of staffing levels have also been carried out appropriately, ensuring good implementation of policies and regimes for the staff as well as meeting the requirements of each agency and unit. Therefore, in general, cadres and people highly support the streamlining policy, there are no petitions or complaints related to this content.

Based on the summary of the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee, the District Party Committee is continuing to implement plans to streamline the organizational apparatus in the new period. Specifically, establishing the Party Committee of the Party, Mass Organizations, People's Council, and District Judiciary, with 12 subordinate Party cells, a total of 76 Party members. At the same time, restructuring and rearranging the Party Committee of the government agencies, with 14 subordinate Party cells, a total of 168 Party members; including Party organizations in specialized agencies, public service units under the District People's Committee and receiving 8 grassroots Party cells under the District Party Committee.

Dam Ha also merged the Propaganda and Mass Mobilization Committees, with the common name: Propaganda and Mass Mobilization Committee of the District Party Committee. This is an advisory body, assisting the District Party Committee, directly and regularly the Standing Committee, the Standing Committee of the District Party Committee in Party building work in the fields of politics, ideology, ethics, propaganda, political theory, press, publishing, culture, arts, science and education, and compilation of local Party history. At the same time, this is also a specialized and professional body in propaganda work, mass mobilization work, ethnic and religious work of the District Party Committee.

According to the district's project, 12 specialized agencies under the district People's Committee are also arranged and streamlined into 10 agencies, in order to improve the effectiveness and efficiency of each department, division and unit. Specifically: Merging the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs, the proposed name is the Department of Home Affairs and Labor; The Office of the District People's Council and People's Committee transfers the function of advising on state management of ethnic affairs to the Department of Home Affairs and Labor; establishing the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the current Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; establishing the Department of Economy , Infrastructure and Urban Areas on the basis of receiving the functions and tasks of construction, transportation, industry and trade from the current Department of Economics and Training; establishing the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture and Sports and the functions and tasks of science and technology from the current Department of Economics and Training; The Department of Health receives additional functions and tasks of social protection, child protection and social evil prevention from the current Department of Labor, Invalids and Social Affairs; the Department of Education and Training receives functions and tasks of vocational education from the current Department of Labor, Invalids and Social Affairs.

It can be affirmed that the implementation of the organization arrangement and streamlining is being carried out very vigorously by Dam Ha district, receiving great attention and support from a large number of cadres, party members and people.

Quang Ninh is one of the localities recognized and highly appreciated by the Central Government in implementing the arrangement, consolidation of organization, apparatus, and streamlining of staff according to Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee.

Currently, practice has required continuing to carry out a revolution in the organization and apparatus of the political system in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency. In districts, towns, cities and localities in the province, all proactively develop plans to propose streamlining the organization and apparatus subject to rearrangement according to the orientation of the Central Steering Committee, the Provincial Steering Committee and plans to rearrange the internal organization and apparatus of agencies and units not subject to rearrangement. It is expected that the plan after rearrangement will reduce 39 specialized departments and offices at the district level.
