Exploiting potential and sustainably developing marine economy

On December 5, the Central Propaganda Department chaired and coordinated with the University of Economics - Vietnam National University, Hanoi to organize the scientific workshop "Sustainable development of Vietnam's marine economy" to promote the implementation of Resolution No. 36-NQ/TW, propose a number of tasks and solutions for sustainable development of the marine economy in the new situation.

Associate Professor, Dr. Le Hai Binh - Alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department attended and spoke at the Workshop.

In his opening speech at the Workshop, Associate Professor, Dr. Le Hai Binh emphasized that according to Resolution No. 36-NQ/TW, dated October 22, 2018 of the 8th Central Conference, Session XII "On the strategy for sustainable development of Vietnam's marine economy to 2030, vision 2045", the viewpoints, goals, major policies and main solutions in developing the marine economy have been clearly identified, so that by 2045, Vietnam will become a strong maritime nation, with sustainable development, prosperity, security and safety.

After 5 years of implementing Resolution 36, the marine economy has made important strides, creating development momentum for each locality and the whole country. At the same time, orienting the content and methods of propaganda on the sea and islands nationwide in 2024 and the following years. Thereby, in order to build and develop the marine economy to contribute to the national economy and solve international issues, it is necessary to unify the ideology and awareness of the position, role and special importance of the sea for the cause of building and defending the Fatherland; encourage scientists to promote scientific research on the sea and islands; at the same time, contribute to refuting the activities and arguments of hostile forces that take advantage of issues related to the sea and islands to harm our country.

Deputy Director of Hanoi National University Pham Bao Son stated that Vietnam is a maritime country, and its seas and islands have an important strategic position in terms of national defense, economy, and international cooperation. Therefore, the development of Vietnam's marine economy must be harmonious and consistent with the goal of ensuring national security and defense.

On that basis, the contribution of scientists in the research and development of marine economy is increasingly valued. Hanoi National University, with its outstanding advantages in interdisciplinary research, has provided many studies on seas and islands related to the history of development, natural advantages, resources, as well as models of marine economic development...

According to Mr. Nguyen Truc Le, Chairman of the Council of the University of Economics, although achievements have been made, some goals and tasks set out in the Party and State's policies on the sea have not been achieved; the advantages and potential of the sea have not been well promoted.

“The connection between coastal areas; between coastal regions and localities with inland regions and localities; between sectors and fields related to the sea is still loose and ineffective; environmental pollution and ecosystem degradation are at risk of increasing in the context of climate change and rising sea levels. Therefore, research to propose effective and sustainable models for marine economic development is an urgent issue,” said Mr. Nguyen Truc Le.

At the workshop, the participants mentioned a number of solutions to develop the marine economy sustainably.

Firstly , it is necessary to continue to improve the system of policies and laws on sustainable development of the marine economy. In particular, it is necessary to focus on improving the effectiveness and efficiency of policy and law enforcement; and resolving conflicts and overlaps between legal documents.

Second , there should be separate policies for each industry and locality to develop the marine economy. In particular, it is necessary to focus on enhancing the role of enterprises and localities; closely combining the marine economy with national security and environmental protection.

Third , it is necessary to improve the effectiveness of international cooperation in developing the marine economy. In particular, focusing resources on foreign information work; actively participating in international trade agreements on the marine economy, consistently maintaining peace, security, safety and freedom of navigation in the East Sea.

Fourth, strengthen defense and security capabilities for strategic sea areas. Build a strong navy, coast guard, and border guard force as the core to protect sea and island sovereignty.

Fifth, promote information and communication work to raise awareness of the whole society about the position and role of seas and islands in socio-economic development and national protection, especially towards digital transformation in communication forms.

The scientific workshop “Sustainable development of Vietnam’s marine economy” attracted the participation and contributions of many scientists, policy makers, organizations, businesses and presentations from representatives of leaders of departments, ministries, branches, localities; educational institutions, research institutes; experts in the field of sea and islands...

The papers revolve around many topics such as: The Party's policies, the State's legal policies in sustainable development of the marine economy; the current development status of Vietnam's marine economic sectors; Foreign affairs, propaganda, and foreign information related to current sea and island issues...

Opinions at the Workshop all affirmed: Vietnam is a maritime nation, the sea and islands have an important strategic position in terms of national defense, economy and international cooperation. Therefore, the development of Vietnam's marine economy must be harmonious and consistent with the goal of ensuring national security and defense.

Although the links between coastal areas, between coastal regions and localities with inland regions and localities; between sectors and fields related to the sea are still loose and ineffective; environmental pollution and ecosystem degradation are at risk of increasing in the context of climate change and rising sea levels. Therefore, research to propose effective and sustainable models of marine economic development is an urgent issue.

In addition, to develop the marine economy according to strategy, planning and plans, it is necessary to closely combine economic, socio-cultural development with strengthening and enhancing national defense and security in the sea and island areas of the Fatherland. At the same time, continue to expand and strengthen international cooperation and defense cooperation. Build a peaceful and stable environment in the region and in the East Sea to protect sovereignty and independence and develop the country.
