Gateway to the sea
Hung Yen Province (old) has a strategic location in the Northern Key Economic Zone, bordering Hanoi Capital; convenient traffic infrastructure with Hanoi - Hai Phong Expressway, National Highway 5, National Highway 38, National Highway 39, Hanoi Capital Region Ring Road 4... connecting with seaports, airports and major cities in the North. With the strength of processing and manufacturing industry, despite its favorable geographical location, Hung Yen (old) still lacks a direct "gateway" to exchange goods with the global market. Therefore, when merging, many "bottlenecks" hindering development have been cleared.

In fact, in the development of Hung Yen in recent years, the industrial and construction sectors have always had a high growth rate and played a key role, contributing greatly to the overall economic growth of the province. Industrial zones and clusters in Hung Yen produce large quantities of goods, but have to depend on Hai Phong and Quang Ninh ports, leading to high logistics costs and congestion risks, affecting the competitiveness of industrial products.
Meanwhile, Thai Binh province (old) has nearly 54km of coastline, 5 large river mouths, and over 16,000 hectares of tidal flats. Therefore, when the two provinces merge, the new Hung Yen province will have the opportunity to reorganize the development space based on the urban - industrial - seaport - logistics - coastal tourism linkage. This is a step to realize the spirit of Resolution No. 139/2024/QH15 of the National Assembly on National Marine Spatial Planning, considering the marine economy as a strategic pillar, aiming for sustainable development and deep integration with the international community.
Not only is it an important “gateway”, the sea also brings Hung Yen a new development space with industries such as: aquaculture, maritime services, coastal tourism, especially offshore wind energy. This is a long-term field, less dependent on global economic fluctuations, in line with Vietnam's green and sustainable development orientation. And if the old Hung Yen is almost saturated with industrial land, the coastal area of Thai Binh (old) still has a lot of land for planning industrial - urban - service zones. This is an opportunity to solve the bottleneck of "lack of land for development".
With the sea, Hung Yen will be both the “gateway to the Capital” and the “gateway to the East Sea”, becoming a complete logistics center, capable of leading the supply chain of the entire Red River Delta. This is the piece that makes Hung Yen not only a bright spot in the region, but also a strategic position on the national development map.
Get rich from the sea with different thinking and ways of doing
Speaking to reporters, Party Central Committee member and Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed: "Hung Yen is determined to expand its economic space towards the sea to get rich from the sea and can absolutely get rich from the sea with a different mindset and way of doing things, choosing creative models compared to neighboring localities."
According to Provincial Party Secretary Nguyen Huu Nghia, Hung Yen will develop a sustainable marine economy with a multi-sector free economic zone model that meets international standards on the basis of converting the existing economic zone associated with sea encroachment into a new development driving force of the province, catching up with the new development trend of the world and improving the competitiveness of the country and the province. Building a free economic zone to become a sea-oriented gateway to the world of the Northern region and the Red River Delta.
The free economic zone will become a center for research, application, technology development, high-tech industrial production, new energy, transportation services, logistics, seaports, airports, coastal resort cities, and entertainment; a gathering place for large corporations and enterprises playing a key role in global supply chains, a place where talents, intellectual elites, experimentation, creativity, sharing, free connection with the rest of the world, closely connected with localities in the region and organized, managed, and governed according to a unique, superior mechanism, creating a difference and international competition to form a growth pole of the Red River Delta and the North of the country.
In addition, develop the marine economy in a sustainable manner, exploit the potential of marine resources reasonably; manage, exploit and use coastal wetlands effectively; protect the marine environment and ecosystem diversity in nature reserves. Develop maritime economic sectors, seaports, river ports, dry ports and logistics services associated with the global supply chain and the Red River Delta. Actively and proactively participate in the linkage in the coastal economic belt of the Northern Delta.
At the same time, planning and constructing marine economic infrastructure, especially airports and deep-water seaports capable of receiving ships of 200,000 tons or more; planning and investing in multi-modal transport systems, large-volume, high-speed transport connecting free economic zones with national highways, expressways, with the capital Hanoi, localities in the Red River Delta, centers and sub-regions of the province. With a methodical and creative development strategy, the marine economy promises to bring new breakthroughs to accelerate Hung Yen province's economy further in the new period.
