Urgent handover of GPMB markers for the QL28B expansion project

On July 11, Mr. Nguyen Thanh Sang, Head of Operation Department 1, Project Management Board 5 (under the Vietnam Road Administration - project investor) said that the design consultant is urgently deploying site clearance (GPMB) stakes through Binh Thuan province to soon hand over to the locality.

"It is expected that in July, the design consultant will complete handing over the land acquisition and clearance markers and additional forest area survey documents to the locality to carry out the next steps," said Mr. Sang.

The project to renovate and upgrade National Highway 28B (QL28B) through Binh Thuan and Lam Dong provinces has a total route length of about 69km.

The section through Binh Thuan province is about 51km long, the section through Lam Dong province is about 17km long.

According to the People's Committee of Bac Binh district, at the end of December 2023, Project Management Board 5 organized the handover of GPMB markers to the locality to carry out the work of measuring and reclaiming land for the project.

The district has received 2,109 stakes/52km with an expected land area of ​​over 113ha. Up to now, it has issued a land recovery plan and 478 land recovery notices to 475 households, individuals and three organizations.

The design consultant is urgently setting up markers and is expected to hand over the site markers to the locality in July.

Mr. Mai Van Vu, Chairman of the People's Committee of Bac Binh district, said that the district has transferred the legal review of the origin, time of land use and property attached to land of 209/406 cases; and reviewed the origin, time of land use and property ownership on land of the remaining cases.

"Because the location of the GPMB piles has changed, we must redo the land surveying work, re-accept the map, and redo the land recovery, inventory, and compensation work," Mr. Vu informed.

Mr. Nguyen Hong Hai, Vice Chairman of Binh Thuan Provincial People's Committee, said that the project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces is one of the important projects of the province.

Due to the discrepancy between the project design and the route alignment, the investor has not yet handed over the site clearance markers to the locality. He requested that Project Management Board 5 take the initiative in the measurement work to soon hand over the markers to the Bac Binh District People's Committee to have a basis for implementing the next steps in the land acquisition work.

At the same time, coordinate with the Department of Agriculture and Rural Development to complete procedures related to the forest land area in this project to promptly hand over the project site.
