Khanh Hoa deploys compensation and site clearance plan for high-speed railway project

(Chinhphu.vn) - Khanh Hoa Provincial People's Committee has just issued a plan to implement compensation, support, resettlement and site clearance (GPMB) for the high-speed railway project on the North-South axis passing through the province.

The project section through Khanh Hoa province is nearly 192 km long, passing through 29 communes and wards.

The plan clearly states the authority, tasks, timelines and implementation progress of relevant agencies and units, to ensure the Government 's requirements, and at the same time proposes solutions to effectively use land funds near the station according to the TOD model (urban development associated with public transport), ensuring strict, transparent and economical management, preventing negativity and waste.

According to the plan, the entire political system will be mobilized and the resources of the province and localities will be maximized to meet the progress milestones. Specifically, from now until the end of 2026, resettlement areas will be built; from March to December 2026, inventory and compensation plans will be carried out; from June 2026 to June 2028, compensation, support and resettlement work will be implemented.

At the same time, localities will review the planning of railway station vicinity, adjust planning and technical infrastructure indicators to promptly approve TOD projects in 2026 and organize land auctions in the vicinity of stations from 2027-2030.

Khanh Hoa Provincial People's Committee assigned the Department of Construction to take the lead, coordinate with the Ministry of Construction, localities and investors in the work of documents and procedures for site clearance; promptly handle problems, agree on route directions, receive design documents for marking and handover to localities for implementation.

The project section through Khanh Hoa province is nearly 192 km long, from Dai Lanh commune to Phuoc Ha commune, passing through 29 communes and wards. Localities where the project passes through must urgently count and determine resettlement needs, relocate technical infrastructure works; strictly manage land areas, prevent illegal construction, take advantage of policies, and affect security and order.

Vice Chairman of Khanh Hoa Provincial People's Committee Tran Hoa Nam said that the province has assigned 3 units including the Management Board of Investment Projects for Construction of Agricultural and Transport Works, the Management Board of Provincial Development Projects and the Management Board of Provincial Construction Investment Projects to take on the role of investors of component projects related to compensation, support and resettlement. At the same time, the Department of Construction was assigned to preside over and coordinate with the People's Committees at the commune level to organize conferences to collect public opinions on the location and scale of resettlement areas.

In the coming period, the Department of Agriculture and Environment of Khanh Hoa province will be responsible for advising and coordinating with relevant agencies so that the Provincial People's Committee can direct the strengthening of land management and remove obstacles in compensation, support and resettlement policies.

At the same time, guide and handle procedures for changing forest use purposes, reforestation and converting rice land to serve the project. Regarding capital sources, the Department of Finance will advise the Khanh Hoa Provincial People's Committee to report to the People's Council to consider allocating local or central budgets to implement site clearance work, and at the same time build infrastructure for resettlement areas according to special mechanisms.
