Inauguration of 500 kV line 3, demonstrating the spirit of 'saying is doing'

The event was organized both in person and online, with the main bridge taking place at the 500 kV Pho Noi transformer station, Hung Yen , and online to 8 bridges in 8 provinces where the project passes through.

The work of faith and the power of great unity

The 500 kV line 3 circuit project from Quang Trach to Pho Noi is a large-scale project with a total length of 519 km.

Speaking at the ceremony, the Prime Minister emphasized that with such a large construction volume, the construction period must last at least 3-4 years to complete, while the urgent goal set by the Government to complete the project within 6 months encountered numerous difficulties, challenges, and weather obstacles, with many stages seemingly impossible to complete.

Prime Minister Pham Minh Chinh attended and spoke at the inauguration ceremony of the 500 kV line project, circuit 3, from Quang Trach to Pho Noi.

With the spirit of "overcoming the sun, overcoming the rain, not losing to the storm", "only discussing work, not discussing retreat", "not enough working during the day, working at night", "eating quickly, sleeping urgently", "working continuously 24/7", "3 shifts, 4 shifts", "working through Tet, through holidays, through holidays"; the forces stood shoulder to shoulder, overcoming all challenges, "turning difficult into easy, turning impossible into possible"; speeding up construction, completing the entire project in more than 6 months, meeting all the requirements.

According to the Prime Minister, the 500 kV circuit 3 Quang Trach - Pho Noi project being put into operation has special significance in many aspects of economics, politics, society, and national security and defense.

The project has strategic significance, contributing to ensuring national energy security and overcoming local power shortages in the North (adding about 30 billion kWh of electricity per year).

This is a work of faith and strength of great solidarity, with the viewpoint of "people are the root" of our Party and State, together with the joint efforts, unanimity, and participation of the entire political system under the leadership of the Party.

The project is meaningful to businesses and foreign investors in ensuring electricity supply, especially in high-tech fields, believing in the determination of the Vietnamese side "what they say is what they do, what they commit to, what they do, what they do, they will have specific, measurable, and quantifiable results".

According to the head of the Government, the project also has the meaning of connecting the economy, linking regions; connecting widely, synchronously, improving the efficiency of exploiting national power transmission systems...

Ceremony to hang the construction plaque on the occasion of the 95th anniversary of the founding of Vietnam Trade Union and 70 years of tradition of the electricity industry

Regarding the construction process of the 500 kV line 3, Mr. Nguyen Anh Tuan, General Director of EVN, said that as soon as the conditions were met, the investor promptly started the projects. Of which, the 500 kV Nam Dinh I - Thanh Hoa line project was the earliest project to start construction on October 25, 2023; the remaining 3 projects were simultaneously started on January 18, 2024.

After more than 6 months from the start of construction (January 25, 2024), the 500 kV Nam Dinh I - Thanh Hoa transmission line project was energized on June 30, 2024. The two 500 kV Nam Dinh I - Pho Noi Thermal Power Plant and Quynh Luu - Thanh Hoa transmission lines projects were energized on August 19, 2024.

The last project is the 500 kV Quang Trach - Quynh Luu line, which was energized on August 27, 2024.

Thus, up to now, the Vietnamese electricity industry has completed the construction and put into operation 4 500 kV power transmission lines from North to South with each line length of more than 1,500 km stretching along the length of the country.

Many lessons learned from implementing miracle projects

From Thanh Hoa bridge point, Thanh Hoa Provincial Party Secretary Do Trong Hung said that as a locality with a long power line (131/519 km), a large number of foundations and columns, with 3 component projects passing through 11 districts, towns, 62 communes, wards and townships; with 63,942 hectares of land of all kinds being recovered, Thanh Hoa determined that this is an honor, and at the same time a great responsibility for the local Party Committee, government and organizations of the province.

Immediately after the projects were approved for investment, Thanh Hoa province mobilized all resources to carry out related work.

Mr. Do Trong Hung, Secretary of the Provincial Party Committee, Chairman of the People's Council of Thanh Hoa province, spoke at the Thanh Hoa bridge point.

Thanh Hoa province's work contents have been completed ahead of schedule, ensuring the requirements of energizing and inaugurating the entire 500 kV line 3 circuit Quang Trach - Pho Noi according to the direction of the Prime Minister; at the same time, the province has been focusing on restoring works serving the construction and taking care of the lives of people in the project area.

“Through the strong direction of the Central Committee, the Government and the Prime Minister, we have learned a valuable lesson: nothing is impossible. With effort, determination and the support of the people, we can overcome any difficulty and overcome any challenge,” said Mr. Hung.

According to Nghe An Provincial Party Secretary Thai Thanh Quy, the 500 kV line 3 project, inaugurated after more than 6 months of construction, is a miracle of Vietnam's electricity industry, contributing to meeting the increasing energy demand for production and people's daily life.

“Through the success of the project, from a local perspective, we have gained valuable lessons in leadership, direction, management, and implementation to apply to other large projects in the area.

That is to clearly define responsibilities and have high political determination, make great efforts, "only discuss doing, not retreating" in performing tasks; urgently, resolutely, flexibly implement tasks, "solve where there is difficulty".

In addition, clearly assign tasks to people, work, responsibilities, time, and products, along with regular inspection, supervision, and evaluation; promote the strength of the entire people in project implementation," Mr. Quy emphasized.

At the Ha Tinh bridge, Ha Tinh Provincial Party Secretary Hoang Trung Dung informed that the 500 kV line 3 project through Ha Tinh with a length of 142 km must clear the land, reclaim more than 581,000 ^m² at the foundation location and nearly 4 million ^m² in the safety corridor, affecting 1,276 households, of which nearly 100 households must be relocated.

The political system of Ha Tinh province has focused on site clearance and construction support. As a result, on July 7, 2024, 100% of column foundation locations and on May 31, 2024, 100% of the route corridor were handed over to the investor and construction unit by the province. Today, the entire route was connected to the grid.

The completion of the 500kV line 3 project is a milestone marking the country's development. The project's success is also a testament to the ability to overcome all difficulties with the strong determination of the political system and the consensus of the entire population.

"Where there is a need, there is youth. Where there is difficulty, there is youth."

According to Alternate Member of the Party Central Committee, First Secretary of the Central Youth Union Bui Quang Huy, implementing the Prime Minister's Official Dispatch No. 55/CD-TTg dated June 1, 2024 on mobilizing local resources to ensure logistics and increase support for the construction of the 500 kV line, circuit 3 from Quang Trach to Pho Noi, the Central Youth Union immediately launched a 30-day emulation campaign to participate in supporting the construction of the 500 kV line, circuit 3 in 9 provinces.

Identifying the urgency and importance of project implementation, the provincial youth unions have directed the implementation of the peak emulation period urgently, drastically and synchronously.

Immediately after the Central Youth Union launched the peak emulation campaign, 9/9 Provincial Youth Unions issued plans, established and implemented specific volunteer activities of the Youth Union to participate in supporting construction works, in accordance with local conditions, unified and methodical according to the orientation of the Central Youth Union, and at the same time identified this as one of the important contents of the 2024 Summer Youth Volunteer Campaign.

To implement the activities, the Youth Union at all levels has established 465 youth volunteer teams with 6,272 youth union members participating in supporting 297 construction sites. The youth volunteer teams have completed the dismantling of 262 houses, 150 barns and structures; cleared and cleared 176 hectares of production forest and cut down 22,826 trees in the plains and residential areas where the 500 kV power line corridor passes through to hand over the construction site.

Through the implementation, the Central Youth Union Secretariat has drawn some experiences. First of all, it is necessary to trust and assign important tasks to young people.

“In fact, in many cases, there has been a feeling of hesitation and lack of trust when assigning large and important tasks to young people. In this specific case, the Prime Minister has placed his trust in the Youth Union and the youth and assigned them to participate in this important task.

As a result, all assigned tasks were completed on time and ahead of schedule. Indeed, if we trust the youth and promote their enthusiasm, overcoming difficulties and their will to progress, we can solve many great tasks,” said Mr. Bui Quang Huy.

Mr. Huy also pointed out other experiences, such as promoting the strength of the entire political system in carrying out this important task; creating a competitive movement, a fierce atmosphere on each construction site with the viewpoint of "only discussing work, not retreating", "overcoming the sun and rain", "3 shifts, 4 shifts"...

Through the implementation of this peak emulation campaign, the Ho Chi Minh Communist Youth Union has aroused the sense of responsibility, honor, pride and determination of young people when participating in contributing their youth to important tasks of the country.

From there, promote the inner strength of youth union members, the spirit of overcoming difficulties, dedication, daring to think, daring to do, "wherever needed, there are youth, where there is difficulty, there are youth", creating unity of thought, acting together towards a common goal for the national interest, for the benefit of the people, for the development of the country.

"The Central Youth Union Secretariat believes that, no matter what task is assigned by the Party, State, or Government, Vietnamese youth will be determined to carry out and successfully complete the assigned tasks," Mr. Bui Quang Huy emphasized.

Operate 500 kV line 3 safely and with the highest efficiency

The Prime Minister acknowledged that the 500 kV line 3 project provided many lessons in the management and implementation of large projects that can be applied to subsequent projects.

The Prime Minister requested EVN and EVNNPT to coordinate with local agencies to do a good job of environmental restoration and sanitation; organize the safe operation of the 500 kV line 3 project and the entire national power system, achieving the highest efficiency.

The first lesson the Prime Minister mentioned was about management, leadership, direction, and command, with a clear mindset, high determination, high effort, decisive action, focus, and finishing each task; the assignment must be clear to the person, the job, the responsibility, the time, the product, and the results, easy to check, urge, and evaluate.

Next is the lesson of promoting the strength of national solidarity, mobilizing the entire political system from the Central to local levels, within and outside the industry, the military, police, the Fatherland Front, mass organizations, businesses and especially the people with the spirit of "unanimity from top to bottom, clear communication across the board", "front support and rear support, one call, all respond"...

After the inauguration ceremony, the Prime Minister requested EVN and EVNNPT to coordinate with local agencies to do a good job of environmental restoration and sanitation; organize the safe and most effective operation of the 500 kV line 3 project and the entire national power system.

At the same time, continue to invest in developing power sources and grid systems, ensuring adequate and stable supply of electricity for socio-economic development; actively participate in ensuring social security and stabilizing people's lives; continue to settle accounts and audit to ensure publicity and transparency, preventing negativity, waste and corruption.

The Prime Minister also requested the authorities at all levels of the 9 provinces where the project passes through to coordinate with the investor to continue to pay attention and care to stabilize, constantly improve, and enhance the material and spiritual life of people affected in the area the project passes through in accordance with the spirit that the new place of residence, workplace, and business must be at least equal to and basically better than the old place of residence.

The immediate task is to take care of long-term, sustainable livelihoods for the people, change to suitable jobs; resolutely not let people lack housing, food, clothing, production land, or places to do business; gradually better meet material, spiritual, security, and cultural needs; care for education and intellectual training for the young generation, to move towards integration and enrichment.

The 500 kV line 3 projects have a total length of 519 km, the starting point is Quang Trach Power Center, the ending point is Pho Noi 500 kV transformer station, including 4 component projects: Quang Trach - Quynh Luu 500 kV line, Quynh Luu - Thanh Hoa 500 kV line, Nam Dinh I Thermal Power Plant - Thanh Hoa 500 kV line, Nam Dinh I Thermal Power Plant - Pho Noi 500 kV line.

With a total investment of nearly 22,300 billion VND, the project passes through 9 provinces including: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen.

The projects are assigned by EVN to EVNNPT as the investor, the Northern and Central Power Project Management Boards represent the investor to manage the projects.

These are power transmission projects that play a particularly important role in increasing the stable reserve level on the North-Central interface, contributing to supplementing capacity from power sources in the North Central region to the load center in the Northern region.

Transmitting power from thermal power plants and renewable energy plants in the North Central region to the national power system; reducing load and avoiding overloading of existing 500 kV lines to ensure N-1 criteria, especially when transmission capacity is high along the North-Central interface at a time when hydropower plants in the North have low generation.
