When the government "digitalizes" to be closer to the people

From the traditional “one-stop” model to the modern Public Administration Service Center, Phu Tho province is witnessing a strong transformation in administrative reform. This is not only a story about applying technology, but also an effort to shorten the gap between the government and the people, creating a serving, transparent and effective administration.

Vinh Yen Ward Public Administration Service Center helps people and businesses access public services quickly and conveniently.

Fast and friendly

The Public Administration Service Center of Vinh Yen Ward, Phu Tho Province was established with the mission of becoming a reliable "bridge", helping people and businesses access public services in the fastest and most convenient way. Right from the first days of operation, this place has been considered the "face" of the ward, with a team of carefully selected staff, not only good at expertise but also having good communication skills.

One of the notable highlights is the appearance of the youth union force. They act as “digital guides,” directly supporting people in performing operations on online public services, especially for those who are not familiar with using computers or smartphones.

Nguyen Thi Mai Huong, a youth support member at the Center, shared: “Participating in supporting people with procedures here is truly a useful and meaningful experience during my summer vacation. Thanks to that, I understand more about the work of the staff and feel that I have contributed a small part to the community.”

After more than two months of operation, the Vinh Yen Ward Public Administration Service Center has quickly become a "trusted destination" for people and businesses. With more than 2,500 applications received, the center has processed 99.9% of them correctly and before the deadline, with no overdue applications. Notably, more than 99.5% of applications were submitted online, an impressive figure showing a strong shift to the digital environment.

Mr. Dao Duy Tung, a resident who came to do the procedure to reissue a birth certificate, expressed his satisfaction: “I was guided very enthusiastically and thoughtfully by the staff about the necessary additional documents. All procedures were resolved quickly, without having to wait long.”

Ms. Nguyen Thi Tan also shared the same feeling: “Before, every time I went to do administrative procedures, I had to dial a number and wait for a long time. Now, everything is much faster. The staff guides enthusiastically and does not cause any difficulties.”

However, in addition to the outstanding results, this "digitalization" process still has some challenges that need to be resolved. Comrade Phan Manh Hung - Deputy Director in charge of the Center, said: "In the field of business registration and cooperatives, the national public service software has not been able to update new forms. Some procedures such as household registration require scanning documents, causing difficulties for people. Or in the field of land, many elderly people are not familiar with submitting documents online, forcing officials to directly support, leading to prolonged processing time."

To resolve these problems, in the coming time, the Center will coordinate with organizations such as the Fatherland Front and the Youth Union to strengthen propaganda and guide people to access and use online public services. The Center will also propose to local authorities and ward police to send officers to support people in registering for VNeID level 2 accounts, as well as build intuitive and easy-to-understand instructional videos .

Upgrading commune-level government

Not only in Vinh Yen, the Public Administration Service Center model has also been replicated at the commune level, with the highlight being Son Dong commune, Phu Tho province. Here, a modern, tidy working space has been put into operation, marking an important step forward in the process of building digital government at the grassroots level.

After more than two months of operation, the Shandong Commune Public Administration Service Center has received nearly 3,000 applications. Of which, 99.9% of the applications were submitted online.

Instead of having to travel to many places, people coming to the Son Dong Commune Public Administration Service Center only need to go to one location to carry out procedures such as certification, household registration, business registration. All steps from receiving, processing to returning results are concentrated at one point, with an automatic dialing system, display screen and computer to look up online records.

After more than two months of operation, the Center has received nearly 3,000 applications. Notably, 100% of the applications were submitted online and 90% of them were processed on time and before the deadline.

Son Dong Commune Administrative Service Center has been building a modern, people-friendly administration.

Comrade Nguyen Huy Lap - Vice Chairman of Son Dong Commune People's Committee, said: "People and businesses only need to go to one place to do procedures. The documents are processed very transparently, from officials to people can control by taking a queue number and tracking on the system".

The application of information technology has become the “core platform” of the center, allowing people to monitor the progress of processing documents remotely. The collection of fees and charges is also carried out publicly and transparently, creating trust for people. Mr. Ta Van Thang, a resident who came to do the procedures, shared: “The staff here serve very enthusiastically and responsibly”.

The establishment of the Public Administration Service Centers in Vinh Yen Ward and Son Dong Commune is not only a technical solution but also affirms the commitment of the Phu Tho Provincial Government in building a modern, close-to-the-people administration, gradually forming digital habits in the community. This is an important step contributing to improving the effectiveness of administrative reform right from the grassroots, towards the goal of building a serving government, for the benefit of people and businesses.
