Selling gold without invoice is not easy

Meanwhile, Ms. Le Ngoc Quy (living in Thu Duc City) had to go to 2-3 places to sell her gold jewelry because it was a fake brand and there was no receipt. “In the past, I bought it because the design was beautiful and I had no intention of hoarding it, so I didn’t keep the receipt. Now I need money so I have to sell it, but some gold shop owners don’t take it. The price at the shop is not high, they reminded me to research carefully when buying and selling gold and keep the receipt for future convenience,” Ms. Quy said.

A survey by PV shows that most gold shops in Ho Chi Minh City comply with the regulations that buying and selling gold and jewelry must have full invoices and documents, with clear origin and source. At the same time, customers are required to bring their ID cards when buying and selling gold. "When customers come to buy goods, we will issue electronic invoices. Conversely, when customers come to sell gold, we also require them to show invoices and ID cards to check information. However, some customers still react because they do not understand this regulation, so there are still many difficulties" - Ms. Khanh Huyen - owner of a gold shop in District 3 said.

Tighten the purchase and sale of gold with invoices

According to Mr. Nguyen Van Dung - Chairman of the Ho Chi Minh City Jewelry Association, current regulations stipulate that products without origin will be temporarily seized by the authorities and administrative penalties will be imposed. Therefore, the difficulties of some businesses today are mainly related to documents on the origin and source of gold because in the past, when making transactions, invoices were not accepted, so the origin of gold jewelry products could not be proven.

Previously in March, the Prime Minister requested agencies such as the State Bank, the Ministry of Public Security , Finance, Industry and Trade... to strengthen measures to manage the gold market. A representative of the Ho Chi Minh City Market Management Department said that recently, the unit has inspected 196 violations, temporarily detained 1,657 units of gold jewelry products of unknown origin, origin, and counterfeit brands with a total value of more than 14.2 billion VND.

In addition, the Market Management Department of Ho Chi Minh City also coordinates with the General Department of Market Management to monitor the sale of gold on social network accounts; Proactively coordinates with local authorities, especially with the Police force and the State Bank of Vietnam, Ho Chi Minh City branch; Strictly implements professional measures to closely monitor subjects related to gold trading activities that are subject to monitoring activities according to regulations. Thereby, promptly detects, inspects and strictly handles violations under the jurisdiction of the Market Management Department, especially smuggling, goods of unknown origin, and counterfeit goods.
