Prosecution of biological mother in case of '3-year-old boy forced to use drugs by stepfather'

At a regular press conference providing information on the socio -economic situation of Ho Chi Minh City on the afternoon of May 18, the press asked about the progress of the investigation into the case of a 3-year-old boy in Hoc Mon District who was forced to use suspected drugs.

Lieutenant Colonel Le Manh Ha, Deputy Chief of Staff of Ho Chi Minh City Police, said that the Ho Chi Minh City Police Department has decided to initiate criminal proceedings, prosecute the accused and issue an order to detain Le Van Bam (44 years old, lover of the 3-year-old boy's mother) for illegal possession of drugs and torturing others.

At the same time, the Investigation Police Agency also prosecuted the defendant Nguyen Thi Thao Nguyen (23 years old, biological mother of the 3-year-old boy) for torturing others; and decided to change the preventive measure from temporary detention to banning the defendant from leaving her place of residence because Nguyen is 31 weeks pregnant.

Previously, on March 24, Ho Chi Minh City Police received and handled a crime report from Mr. TMT (30 years old, residing in Tan Binh District, Ho Chi Minh City) about discovering video clips recording his biological child TNAT (3 years old) showing signs of abuse and being enticed and incited to use suspected drugs.

The house that Mr. T. informed is located in Ba Diem commune, Hoc Mon district. According to Mr. T., due to conflicts, since 2021, Mr. T.'s wife, Nguyen Thi Thao Nguyen, took her two children (TNAN - 5 years old and TNAT) and left to live with Le Van Bam as husband and wife.

At the end of 2022, after hearing that Nguyen was using illegal drugs, Mr. T. came to pick up TNAN, and TNAT continued to live with Nguyen.

On March 22, 2023, Mr. T. discovered a clip showing TNAT being forced by Nguyen and Bam to use suspected drugs, so he reported it to the police. At the same time, he posted the clip on social networking sites.

After clips recording scenes of TNAT showing signs of abuse and being forced to use suspected drugs were spread on social media, Bam and Nguyen deleted their Facebook accounts and took TNAT to many other locations.

Ho Chi Minh City police have directed police units and localities to resolutely deploy professional measures and investigations to quickly find the child and related people.

After nearly 2 days of urgent investigation at suspicious locations in An Giang, Ba Ria - Vung Tau provinces and some districts in Ho Chi Minh City, by the afternoon of March 26, the police discovered and arrested Bam and Nguyen when the 2 suspects were hiding in Tan An Hoi commune, Cu Chi district, Ho Chi Minh City.

Searching Bam's residence, police discovered and seized 0.21 grams of Methamphetamine along with tools for illegal drug use and a number of other related exhibits.

Conducting a quick test, the police discovered that Bam and Nguyen were positive for drugs; only TNAT was negative for drugs and in stable health.
