This morning (October 31), the Investigation Police Agency of Cat Hai District, Hai Phong City announced that it has just issued a decision to prosecute the case, prosecute the accused, and issue an order to temporarily detain the accused to investigate the act of "Disturbing public order" against a group of racers in the area.

Specifically, the subjects prosecuted and temporarily detained are Nguyen Van Tuan (born in 1994, residing in Trang Viet Village, Trang Viet Commune, Me Linh, Hanoi ) and Dinh Van Anh (born in 1997, residing in Sao Ha Village, Quang Lang Commune, Phu Xuyen, Hanoi).
