Lao Cai: Prosecution of facility owner for using borax to produce ham

(Chinhphu.vn) - From the transfer file of the Market Management Department of Lao Cai province, the Investigation Police Agency, Lao Cai Provincial Police has issued a decision to prosecute the case and prosecute the accused Hoang Cao Khai (born in 1978, residing at 113, Muong Than street, Lao Cai ward, Lao Cai province) for the crime of "Violating regulations on food safety" according to Clause 1, Article 317 of the Penal Code.

Previously, on the morning of August 22, Market Management Team No. 9, Lao Cai Provincial Market Management Department coordinated with the Economic Police Department - Lao Cai Provincial Police to conduct a surprise inspection of law enforcement in the production and trading of goods and services for the business household Hoang Cao Khai, residing at No. 113, Muong Than Street, Group 13 Kim Tan, Lao Cai Ward, Lao Cai Province and the stall in the sidewalk area in front of house No. 001A Kim Ha Street, Kim Tan Market.

The inspection results discovered that Hoang Cao Khai business household was using food additives to produce processed food products including: pork roll wrapped in nylon, pork roll wrapped in leaves, meatballs, sausages, pork rolls, and cinnamon rolls.

On August 25, Market Management Team No. 9 received the test results from the Lao Cai Provincial Center for Disease Control, confirming that the food products produced and sold by Hoang Cao Khai business household contained Acidboric/Sodium borate (borax), a food additive not on the list of permitted food additives according to the provisions of Circular 24/2019/TT-BYT dated August 30, 2019 of the Ministry of Health . The total value of the violating goods of Hoang Cao Khai business household was 20,010,330 VND.

Based on the case file and regulations in Article 317 of the Penal Code, on September 3, Market Management Team No. 9 transferred all case files and exhibits to the Investigation Police Agency (PC03) - Lao Cai Provincial Police for handling and settlement according to the provisions of law.

On September 15, the Investigation Police Agency of Lao Cai Provincial Police issued a decision to prosecute the case and prosecute Hoang Cao Khai for the crime of "Violating regulations on food safety", prescribed in Clause 1, Article 317 of the Penal Code to continue investigating, clarifying and handling according to the provisions of law.
