Not chasing after achievements, aiming at people withdrawing money quickly and conveniently

On the afternoon of January 17, Chairman of Hanoi People's Committee Tran Sy Thanh, Head of the Steering Committee for administrative reform, digital transformation, Project 06 of the City chaired an online conference to assess the situation and results of implementing work in 2023 and key directions and tasks in 2024.

Efficiency from decentralization, strong delegation

In 2023, identifying administrative reform as a key political task, Hanoi has synchronously implemented many solutions to improve the quality, effectiveness and efficiency of the city's government apparatus at all levels, and the quality of service to organizations and people. Hanoi's SIPAS index in 2022 on service access and satisfaction index of civil servants handling administrative procedures has the most impressive increase rate of 4.9%, ranking 30/63 provinces and cities; PAR INDEX ranked 3/63 provinces and cities in the results of handling administrative procedure records for a very high rate of correct and on-time completion, the whole city reaching 99.80%. It is forecasted that the results of the City's PAR INDEX in 2023 will continue to be in the top 10 leading provinces and cities.

After one year of implementing the Decentralization and Authorization Project, up to now, 708/1,895 administrative procedures of the City have had authorization plans for settlement, reaching a rate of nearly 40%. The City has issued authorization decisions to settle 578 administrative procedures, reaching a rate of 94%; 100% of administrative procedures have issued internal procedures for administrative procedures to be settled after authorization.

Deploying the digital transformation process, implementing Project 06, after 2 years of implementation, Hanoi is gradually building a correct, complete, clean, and living population database, to create a foundation for digital transformation activities in society. Specifically: More than 7 million Citizen Identification Card applications. More than 5.9 million applications for electronic identification were received, reaching 100%. Of which, more than 5.1 million level 1 and level 2 identification accounts were activated, reaching more than 85%.

Nearly 7.1 million people with health insurance cards in the city have been synchronized with population data, and can use citizen identification cards for medical examination and treatment; 718/718 health insurance examination and treatment facilities in the city apply the use of citizen identification cards to look up information when examining and treating health insurance; 50,000 signatures are provided free of charge to citizens of the capital...

Implementing the "60-day and night peak" to review and handle 6 bottlenecks in handling administrative procedures and providing public services. Up to now, the City has completed the standardization of electronic processes of 1893/1893 administrative procedures; completed the declaration, testing and receipt of payment records on the National Public Service Portal for 950/1,191 public services, an increase of more than 60% compared to the beginning. Regarding the peak, increasing support for citizens to open accounts to serve non-cash social security preferential payments, expected to reach 100% by January 16, 2024, except for some cases of force majeure.

In 2024, the City sets out drastic tasks in directing and operating, creating a strong breakthrough in implementing Administrative Reform, Digital Transformation and implementing Project 06; focusing on reviewing, cutting down and simplifying regulations and administrative procedures; Improving the efficiency of implementing online public services; Promoting the application of national population databases in combination with national databases and specialized databases; Promoting the construction of a shared database system for the City, connecting and sharing data with ministries, branches and localities; Mobilizing resources for administrative reform, national digital transformation and implementing Project 06; Promoting communication to create social consensus.

The city also continues to implement 7 efforts in digital transformation - administrative reform - Project 06, which are: full awareness - long-term vision - creative thinking - smart solutions - drastic actions - real efficiency - serving the people.

Social security payments should be convenient for people.

After listening to the discussion and conclusion of the Conference from units, localities and enterprises in the city, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that in 2023, the whole city had a profound change in the awareness of leaders and people at every level of commune, ward and residential group.

From the practice of the City merging 3 Steering Committees for administrative reform, digital transformation, and Project 06, the Chairman of the Hanoi People's Committee affirmed that this is a great advantage for Hanoi, thereby integrating plans and implementation tasks, saving resources and time.

Regarding cashless social security payments, Mr. Tran Sy Thanh affirmed that the ultimate goal is for social security beneficiaries to not only receive money most conveniently but also spend it conveniently.

“Do not chase after achievements, the number of accounts opened, but really focus on how long it takes for people to withdraw money, whether it is fast and convenient or not,” said the Chairman of the City People’s Committee, noting that units should depend on the locality, age of each person, personal needs, etc. to serve the legitimate needs of the people.

The Chairman of the City People's Committee proposed to integrate tasks with specific plans and progress for each department, branch, district, and county; closely following the Central's instructions. "It is necessary to promote the successes of 2023 and in 2024, we need to be determined, resolute, and work for honor as we have done with the site clearance for the Ring Road 4 project - Capital Region", said the Chairman of the City People's Committee.
