Don't let projects "miss a beat" after the merger

The consolidation of administrative boundaries, along with the opportunity, is an extremely large and urgent challenge: How to ensure that hundreds of projects and works being implemented - which are the lifeblood of the economy - do not "miss a beat" or be interrupted. The answer is gradually being affirmed across construction sites, from the determination of the province to the grassroots and the efforts of investors and construction units.

The merger of communes and wards under the two-level local government model has had a certain impact on the implementation of basic construction investment projects.

For example, the Bao Thang District Administrative Center Headquarters Construction Project with a total investment of up to 200 billion VND. Started at the end of 2023, the project is in the bustling construction phase when it faces an unprecedented reality: There is no district-level administrative unit. The project investor has changed, leading to the need to adjust many items and functions of the project to suit the new situation.

For any contractor, this is a difficult situation. Waiting for the provincial level to adjust the policy can mean construction is suspended, machinery is "shelved", workers are absent, causing waste and seriously affecting progress.

However, instead of being passive, the contractor, Dong A Import Export Joint Stock Company, has shown remarkable courage. Mr. Vu Van Chuc, the contractor's representative, affirmed: "Although we are waiting for the investor's instructions, we still maintain human resources and machinery, and are committed to completing the contract value on schedule."

The contractor's commitment is not just words, but on the construction site, the construction pace is still maintained. This is a testament to the professionalism, responsibility and trust of the business in the stability and determination in the direction of the new government.

The spirit of “sticking to the construction site” and maintaining the pace does not only occur in one project. At the IC19 intersection, one of the important traffic projects, Thanh An Corporation is also turning challenges into opportunities. Despite facing many difficulties during the merger period, the contractor still increased machinery and human resources to ensure the proposed progress.

“Since the site handover, the contractor has also focused on human resources and equipment, speeding up progress, striving to complete the project by the end of October 2025, 1 month ahead of schedule.”

The fact that we not only maintain but also are determined to exceed the schedule is a positive signal, showing that the investment flow is not blocked.

If the efforts of contractors are a necessary condition, the proactive and decisive participation of the newly merged local authorities is a sufficient condition to ensure the smooth progress of projects.

In Lao Cai ward, one of the central areas, the burden is even greater when it has to receive nearly 40 large and small projects that are being implemented or are preparing for investment.

Immediately after stabilizing the organizational structure, one of the top priority tasks implemented by the Party Committee and the ward government was to review and receive all documents and current status of the projects. The tight and quick handover ensured that the "connection" in the management work was not broken. Instead of passively waiting for instructions, the ward government proactively arranged the projects in order of priority, focusing on removing "bottlenecks" in administrative procedures and site clearance.

The change in working methods was shared by Mr. Nguyen Van Nhat, Chairman of Lao Cai Ward People's Committee: "For projects under investment, we have directed inspection and supervision by day and hour to ensure the set progress."

The spirit of working “by the day, by the hour” shows a great determination from the grassroots level. They understand that any delay at any stage will affect the whole large machine. This initiative has created a favorable environment, adding confidence and motivation to the construction units.

In a broader view, success in maintaining the pace of projects is not a single effort but the result of great political determination and consistent leadership from the province to the grassroots. The fundamental solution to the "transition" problem lies in promoting decentralization and stronger delegation of power to the commune and ward levels. When the grassroots level is given more initiative, they can directly remove many bottlenecks in investment preparation and site clearance - the steps that take the most time and are most likely to cause congestion.

Instead of having to wait for documents and instructions from superiors, commune and ward authorities can flexibly handle arising issues, have direct dialogue with people and businesses, thereby speeding up the overall progress.

The post-merger period is a test of the new government's management capacity. What is happening on the construction sites has shown the determination in leadership, flexibility in management and the consensus and efforts of the entire political system, businesses and people. The development flow is not only not interrupted but also promises to be stronger and more effective in the new development space.
