At the Tran Thuong Temple National Special Relic (Tran Hung Dao Commune, Ly Nhan District, Ha Nam Province), the inspection team worked with representatives of local government leaders and the Management Board of the Tran Thuong Temple National Special Relic to inspect compliance with legal regulations in the management and organization of festivals in Ha Nam Province.

Every year, Tran Thuong Temple holds two major festivals: the Saint Tran's Salary Distribution Festival on the night of the 14th to the morning of the 15th day of the first lunar month; and the August Festival held from the 18th to the 20th of the eighth lunar month.

At the working session, the relic management board reported to the inspection team the following contents: the implementation of management and organization of festivals according to the provisions of Decree 110/ND-CP; the issuance of Decisions on establishment and approval of the Regulations on the operation of the relic management board; Propaganda work, introducing the purpose, meaning and value of the festival; Management of the relic protection area and ensuring security, order and social safety; Regulations on entertainment areas, service and goods providers in the festival area; Environmental protection work in festival organization activities; Management and use of revenue from the relic.

During the actual inspection at the relic, in addition to recording positive changes, the Ministry Inspectorate noted that the inner temple area still had many ritual objects that did not ensure aesthetics, and there was still a phenomenon of receiving donations in kind such as vases, lamps, and candles were still used in the inner temple.

At Lanh Giang Temple relic, the inspection team worked with local representatives, Lanh Giang Temple Management Board and the Head of the temple to inspect compliance with legal regulations in festival management and organization in Ha Nam province.

The Inspection Delegation acknowledged positive changes in festival management, including the model of "Lanh Giang Temple, safe, civilized, imbued with national cultural identity" built and placed under the direct direction of local Party committees and authorities to preserve and embellish the historical and cultural architectural values ​​of the works in the Relic Site; preserve, restore and develop traditional local rituals and festivals in the Relic Site; preserve and develop intangible cultural heritage; maintain the temple's religious culture according to good customs and traditions, without superstition.

In addition, the inspection team also pointed out that at Lanh Giang Temple, the inner temple area still has many ritual items that do not ensure aesthetics, candles are still used in the inner temple, and the electrical system does not ensure fire prevention.

Requesting to monitor and strictly handle arising shortcomings and offensive phenomena, the Inspection Team requested local authorities and the Management Board of Tran Thuong Temple and Lanh Giang Temple to continue promoting the results achieved in the management and organization of festivals in recent times. In particular, strengthen coordination, improve the sense of responsibility; promptly resolve and rectify arising and existing problems during the festival. Inspect, monitor and strictly handle offensive phenomena.

Develop plans, scenarios, assign tasks, organize festivals according to the scenario, ensure security and order, traffic safety, prevent fires and explosions, prevent traffic jams and prevent disasters at relics. Plan service shops, build business culture, sign commitments with business households not to encroach on sidewalks and roads, not to sell inappropriate goods; strictly prohibit exchanging small change for price differences at relics.

The Inspection Team emphasized that the Commune People's Committee, the Monument Management Board, and the Festival Organizing Committee strictly implement the work of managing monuments and organizing festivals according to the provisions of the Law on Cultural Heritage and related legal documents. Do not accept donations in kind to monuments. Manage revenue and expenditure well according to the Circular of the Ministry of Finance . Provide guidance on placing offerings in the right place; manage and use revenue from festival activities effectively, publicly, transparently, and for the right purpose.../.
