The scale of the exam in Ninh Binh province has a total of 46,667 candidates registered for the exam, including 1,141 independent candidates (2018 General Education Program is 45,896 students; 2006 General Education Program is 771 students).

Ninh Binh Department of Education and Training has proactively reviewed the conditions of facilities, equipment, fire prevention and fighting systems, security and safety conditions serving the work of making exam papers, marking exams, and the working area of ​​the Secretariat to ensure safety, suitability with actual conditions and compliance with the requirements of the exam regulations.

Regarding the essay test marking, Ms. Minh Nguyet said that the test marking area is fully equipped with a power backup system, security cameras to monitor all the marking rooms and the Secretariat's office. The facilities for the test marking such as stationery and metal boxes to store the examiners' belongings are fully prepared.

Ninh Binh Department of Education and Training conducts the marking of essay exams according to the 1-round marking method. The area for marking the exam is arranged on the 3rd floor of Building B, Nam Dinh Department of Education and Training (old) with full living conditions, organization of task implementation, ensuring security, safety, full computer system, office equipment serving the work of marking the exam.

Multiple choice test marking: Arrange two separate server and workstation systems to mark the test according to the 2006 and 2018 General Education Program, including two servers, 10 workstations, including two backup machines. Fully prepare scanners, UPS, camera systems, printers, LAN systems... to ensure that the multiple choice test marking is completed within the prescribed time.

"The total number of officers mobilized to mark the exams this year in Ninh Binh province is 376 people, including: 15 people from the Examination Council, 32 people from the Marking Board, 36 people from the Examination Council Secretariat, 28 people from the Essay Marking Board for the 2006 General Education Program, 31 people from the Multiple Choice Marking Board for the 2006 General Education Program; the Marking Board for the 2018 General Education Program is 234 people" - Deputy Director of the Department of Education and Training of Ninh Binh Nguyen Thi Minh Nguyet emphasized.

Through discussions with the leaders of the Ninh Binh Provincial Examination Council, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the organization of the exam marking; including the arrangement of police and inspectors to ensure security and safety, fire prevention and fighting, the maintenance of the electrical system and the smooth coordination between departments.

Despite implementing a two-level local government, Deputy Minister Pham Ngoc Thuong requested that the work of grading high school graduation exams in 2025 must ensure the 4 "on-site" motto including: On-site direction, on-site equipment, on-site human resources and on-site logistics.

"We need to be proactive and clear about the reporting regime, clear focal points and clear responsibilities. We must not force progress, especially in essay marking, because it will lead to the risk of errors or wrong scores. The marking of exams must comply with regulations, ensuring the legitimate rights of candidates" - Deputy Minister Pham Ngoc Thuong clearly stated.

In addition, Deputy Minister Pham Ngoc Thuong also requested the Ninh Binh Provincial Examination Council to carry out inspection work well, ensure security and safety so that the exam marking process takes place in accordance with regulations and laws. In addition, information work must also be quick, ensuring the rights and fairness of candidates.
