The Thien Tan villa area used to be the residence of hundreds of experts building the Dung Quat oil refinery. When the project was completed, the experts returned home, and the villa area fell into disrepair for the past 14 years.
In 2005, Quang Ngai province welcomed hundreds of foreign engineers and experts to participate in the construction of Dung Quat oil refinery . Therefore, the province assigned Thien Tan Investment and Construction Joint Stock Company to survey and find a suitable location to build a housing area for this team.
Through the survey, Thien Tan Investment and Construction Joint Stock Company chose a prime location in Van Tuong urban area (Binh Son district, Quang Ngai). This location has an open space facing the sea, suitable for building a resort villa.

In July 2006, 72 villas, 160 single rooms and service areas such as swimming pool, tennis court, mini supermarket were completed. The total investment capital of the project is nearly 100 billion VND.
Thien Tan Villa area meets 3-star standards, becoming the residence of hundreds of experts and engineers from many countries around the world . The birth of Thien Tan Villa area contributes an important part to the construction progress of Dung Quat oil refinery.
Investors expect that the development of Dung Quat Economic Zone will create momentum for the development of Van Tuong urban area. From there, the Thien Tan villa area will become a highlight of this area. However, the investors' expectations did not come true.

In mid-2010, the Dung Quat oil refinery was completed, and experts and engineers returned home one after another. Since then, the Thien Tan villa area has fallen into disrepair.
According to the investor, after the experts and engineers left, the Thien Tan villa area fell into a difficult situation.
Some businesses in Dung Quat Economic Zone intended to lease this villa area. However, for various reasons, the businesses changed their minds. Since then, the Thien Tan villa area has been almost closed.
On average, each month, the company has to spend about 70 million VND to pay workers to take care of plants and maintain the villa area.

Representatives of the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks said that the Thien Tan villa area is currently deserted, but the enterprise had previously completed the initial investment target of the project.
The Van Tuong urban area has not developed as expected, which is the reason why the villa area has not been effective. In the past, the Management Board has worked with the investor many times to share the difficulties. At the same time, it has created conditions and introduced many businesses to rent this villa area, but still has no results.

According to the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, Van Tuong urban area is now a part of the Southeast Dung Quat Service Urban Area.
This is an important premise and basis to call for investment in urban, service and tourism sectors. This will lead to the development and resumption of abandoned projects in Dung Quat Economic Zone, including the Thien Tan villa area.
